Senior Program Controls Manager - Libya

The company serves as the overall program manager of the HIB capital budget program – a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors. The scope of this effort includes the construction of new housing and infrastructure systems for all major cities in Libya; urban design and development; housing units and residential settlements; upgrades to existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and environmentally focused sustainable processes.

The project scope also includes the knowledge transfer and training of over 100 HIB executives, engineers, and technical specialists at AECOM global offices on program management, construction management and inspection, and planning and design.The Sr. Program Controls Manager will plan, organize, manage and coordinate all project cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for the AECOM Libya (AEL) Program. In this capacity, the Sr. Program Controls Manager reports to the Assistant Program Director/CFO and will be delegated the necessary authorities to perform the duties and responsibilities under his/her purview. Specifically, the Sr. Program Controls Manager will have overall responsibility for all Project Controls activities providing technical and operational supervision to the Project Controls staff, preparation of the Project Controls execution plan, Project Controls Procedures and coordination of monthly progress reports defined by the AEL contract coordinating the base lining of schedules and budgets for the AEL Program being conducted in Libya. KNOWLEDGE AND SKILLS:·  Familiarity with basic business practices associated with project and program management.·  Experience and demonstrated skill in directing costing functions, including cost estimating, cost control, and cost analysis.·  Experience and demonstrated skill in directing planning and scheduling functions, including schedule development, control and analysis.·  Advanced level of knowledge of engineering, procurement, contracts, construction and startup work processes·  Self motivated with the ability to manage multiple priorities in an uncertain work environment·  Ability and commitment to provide "on-call" or "call back" services as deemed appropriate by upper management.·  Ability to deal with multiple organizations and priorities is critical 

DUTIES & RESPONSIBILITIES: May include but not limited to the following: ·  Assist in the identification of business processes, procedures and activities associated with the AEL Program·  Responsible for all Project Controls activities and coordination with ePM/PMIS system for the AEL Program.·  Responsible for all Project Controls activities providing technical and operational supervision to the Project Controls staff·  Preparation of the Project Controls execution plan, Project Controls Procedures and coordination of monthly progress reports defined by the AEL contract·  Responsible for the coordination the baselines, schedules and budgets·  Advises project of current policies, procedures or practices in the Project Controls area·  Provide Monthly Reporting as required per the AEL/HIB Contract·  Interface with clients, departments, consultants, and contractors to resolve problems.·  Direct and coordinate project training in the Project Controls area·  Keep immediate superior informed of situations beyond the individual's control or authority to act.

EDUCATION & EXPERIENCE: Requires a Bachelors degree in Engineering, Construction Management or Business Administration and 15+ years of Project Controls related experience or a demonstrated 20+ years of equivalent Project Controls or related experience. OTHER SKILLS & ABILITIES: Solid technical, organization, interpersonal and communication skills Demonstrated skill in identifying, analyzing, and solving problems.
