The company serves as the overall program manager of the HIB capital budget program – a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors. The scope of this effort includes the construction of new housing and infrastructure systems for all major cities in Libya; urban design and development; housing units and residential settlements; upgrades to existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and environmentally focused sustainable processes.The project scope also includes the knowledge transfer and training of over 100 HIB executives, engineers, and technical specialists at AECOM global offices on program management, construction management and inspection, and planning and design. Direction Received Receives technical and functional direction from the Technical Director.Typical Duties and Responsibilities Provides technical leadership to the AECOM team and provides recommendations to the HIB/PMD as to which of the applicable technical codes and standards, including Libyan codes and standards, are expected to produce better than average value to the HIB projects in the long term when correctly applied by the construction contractors. Must be capable of evaluating existing standard design details for potential applicability for use by design-build contractors. Must be familiar with sources for relevant technical specifications and be able to assist the Regional Management teams and HIB in obtaining such specifications for use in certain schedule critical procurement situations. Makes decisions and recommendations that are recognized as authoritative and have an important impact on extensive engineering activities. Initiates and maintains extensive contacts with key engineers and officials of other organizations and companies, requiring skill in persuasion and negotiation of critical issues. Demonstrates creativity, foresight, and mature engineering judgment. Responsibilities for Direction of Others Serves as group/department or technical lead. Education Must be a degreed engineer from an accredited engineering curriculum and have had 15 plus years of experience in applying technical codes/standards to engineering designs.
