Training Support Team (TST) Supervisor
Bachelor's degree, or equivalent experience, in mechanical, or electrical or military related engineering and/or chemical sensitive site positions or similar technical positions for a period of not less than four years. Effective communications skills, oral and written. Demonstrated management skills. Able to establish, foster, and enforce comprehensive safety, quality and environmental standards. Able to work from verbal information, schematics, blueprints, wiring diagrams, vendor manuals, and applicable national, state, and municipal specifications and codes to accomplish assignments. Maintain applicable certifications, licenses, permits, etc., required to perform assigned tasks. Familiar with the use of electrical/electronic test instruments, measuring devices, ovens, molds, and shop tools such as: resistance soldering units, probes, etc. Able to enforce quality standards.Must be able to pass respiratory screening requirements and be physically/mentally capable of donning and wearing a protective mask/equipment in emergency situations. Ability to walk, stoop, and bend. Frequently lift items weighing up to 10 pounds and occasionally up to 75 pounds. Work will be strenuous, hot, and confining. Stamina and good physical fitness, including respiratory fitness, are of paramount importance. Must be able to obtain and maintain certification under the Chemical Personnel Reliability Program (CPRP). Job Description : * Directly supervises all TST Specialists* Serves as the coordinator for all TST qualification/certification training* Maintains a Lead by Example and from the Front" style of leadership* Creates and maintains TST work schedules, using the USACMLS Student Training Schedule, rotating assignments in order to (1) meet training needs while (2) adhering to the 24-hour per week limitation on PPE wear* Reviews and changes SOPs/Work Instructions related to TST mission support, as required* Will attain and maintain OC/SC certification, providing backup assistance when required.* Coordinates with the O&M Supervisor for additional (non-TST) work assignments* Rates and evaluates all TST Specialists* Chairs daily After Action Reviews (AARs) and Weekly Training Meetings* Reports to the Deputy Project Manager1. The TST Supervisor maintains first-line supervision of the TST, consisting of eight TST Specialists. As part of the TST work rotation, the TST Supervisor will periodically works in, and supervise a team of TST Specialists working in, a toxic agent training area that is under stringent safety and environmental control. On any given day, TST Specialists perform one of two principle duties: (a) Toxic Agent Training (TAT) Support, or (b) Agent Handling. (a) TAT Support: The following duties are performed as a member of a four-person team. TST Specialists will be trained and certified in a series of job-specific tasks related to TAT Support. TST Specialists perform pre-training set-up and post-training clean-up of toxic agent training areas. TST Specialists process, for disposal, all expendable material generated during training. TST Specialists also process expendable material generated in the laboratory during agent manufacturing activities, material referred to as hot trash" because it is potentially contaminated with GB and/or VX nerve agents. TST personnel also serve Emergency Response Team (ERT) duties by remaining available to immediately assist laboratory personnel while nerve agent is being manufactured and/or bottled in the CDTF Laboratory. TST Specialists are trained in the sample collection technique of the Depot Area Air Monitoring System (DAAMS), a technique used to collect air samples for detection and quantification of low-level contamination. (b) Agent Handling: The following duties are performed as a member of a two-person team. TST Specialists will be trained and certified as Agent Handlers. Agent Handlers are responsible for maintaining positive two-person control of small, precise quantities of nerve agent used to intentionally contaminate training aides, under strict safety and environmental control. Agent Handlers, under the operational control of the Operations Center/ Safety Control Office, apply pre-measured quantities of nerve agent (agents GB and VX) to specific areas within the CDTF TAT bays. All duties are described within applicable Standing Operating Procedure (SOP) and are performed in accordance with Army Regulation 50-6 (AR 50-6), Chemical Surety.General Information: All members of the TST operate up to four hours per day in a toxic training environment. Infrequently, the stay time" can be up to six hours per day, but only on an as-needed basis and with proper medical clearance and a waiver issued by the CDTF Director. To minimize risk of unsafe conditions due to fatigue, more than 24 hours of stay time" shall per week is a target goal. The 24-hour per week limit is a cumulative total. TAT Support time and/or Agent Handling time will not exceed 24 hours in any given week, unless granted a waiver to do so. This waiver is issued by the CDTF Director, in coordination with the Government medical staff. Waivers, up to 30 hours of work per week, can be expected during periods of high training tempo. TST Specialists must obtain and maintain certification under the US Army Chemical Personnel Reliability Program (CPRP).2. In coordination with the O&M Supervisor, the balance of work hours that are not consumed in direct support of TAT shall be scheduled to provide manpower assistance for general operations and maintenance tasks. When executing these non-TAT duties, the O&M Supervisor assigns work to the TST Supervisor and TST Specialists.The TST assists in performing preventive maintenance, accomplishing minor repair and alterations involving all structural elements of the facilities and plant including masonry, metal work, hardware, painting, carpentry, and other activities associated with the correction of deficiencies. The TST also assists Air Monitoring personnel with non-technical maintenance of equipment in the toxic training area. Safely operate grounds maintenance equipment, to include: self-propelled and riding mowers, weed trimmer, edger, and other gas-operated and manual gardening tools. Loads and unloads material and equipment such as equipment parts, plants, mulch, etc. Training Support Team (TST) Secondary Duties:* Operations & Maintenance (O&M) Assistance - TST personnel will be relied upon to render non-technical assistance to the O&M Supervisor, when the training schedule permits. * TST personnel may be called upon to assist, or escort, other O&M personnel during toxic training area maintenance.* Assist Air Monitoring personnel with non-technical maintenance of equipment in the toxic training area.* Serve as a rapid, emergency replacement for any TAT Assistant Instructor (AI) who cannot fulfill his duties during ongoing training session. This allows for continuity of training, in the event that the original AI falls ill during a TAT, or must otherwise leave the TAT environment unexpectedly. Under no circumstance will a TST Specialist be called upon to serve as Primary Instructor (PI) during toxic agent training.Safety:EG&G Defense Materials enforces a safety culture whereby all employees have the responsibility for continually developing and maintaining a safe working environment. Each incumbent is responsible for completing all training requirements and fulfilling all self-aid/buddy-aid responsibilities, participating in emergency response tasks as requested, and serving on safety committees and teams as requested. In addition, the incumbent must accept the responsibility for maintaining the safety of themselves and others by adhering to all written and verbal instructions, promptly reporting and/or correcting all hazards or unsafe conditions, questioning nonstandard operations or environmental factors that may involve unmitigated hazards, and providing feedback to site leads and management on all safety issues.Procedure Compliance:Incumbent must read and understand the general and specific operational, safety, and environmental requirements of all plans, procedures, and policies pertaining to this job and sign a statement acknowledging and accepting the requirement to perform all procedural steps without deviation.Reporting Relationship: The TST Supervisor reports to the Project Manager. TST Specialists report to the TST Supervisor.Working Conditions: Primarily works in an industrial environment wearing the appropriate personnel protective equipment. Personnel are subject loud noises and outside weather conditions. Between 24 - 30 hours per week routinely involves work in a hazardous, contaminated area while wearing military chemical protective equipment. Must be able to acknowledge and respond to flashing lights and sirens and be able to don a protective mask and evacuate an expeditious manner.: :
