Account Administrator

POSITION OBJECTIVE:
This position’s responsibilities originate with the shared responsibility approaches referenced in SHB 1128 Budget Proviso Study and publicly discussed during the Coverage for Low Wage Workers legislative workgroup. This position is established to perform a dual role: (1) refocus the current COB Health Insurance Premium Payment and Employer Sponsored Insurance programs through consolidation of administration and (2) Expand employer participation in the new program. This position will be the HRSA single source of contact for employers, state agencies and legislative staff looking to HRSA for methods for sharing responsibility for the financing of health care for employed, low wage, uninsured people of Washington State.  This position will establish regular communication with other states’ ESI programs for opportunities to improve Washington’s program.
ESSENTIAL FUNCTIONS:


·  Assisting the COB Office Chief in consolidating and streamlining the administration of the COB HIPP and ESI programs (approximately 12 staff). 

· Creating and managing a portfolio of employers with 50 or more employees by maintaining relationships with key employee health care purchasing staff maintaining an account management relationship.

· Expanding customer base through proven client enrollment with increasing numbers of employee groups.

·Working with Medicaid eligibility policy staff to evaluate the program’s ability to expand to new populations, including children enrolled in the Children’s Health Program, State Children’s Health Insurance Program, and others.

·Assessing the fiscal impact and development of new business practices for all premium assistance programs.

·Codifying through WAC, and revising the State Plan as necessary to accurately describe and receive federal approval to operate the newly designed program.

·Minimizing Provider One implementation disruptions to daily business practices and contributing to the success of Provider One.

· Preparing the new program’s business requirements to be consistent with Provider One system capabilities.

· Creating innovative approaches to meeting objectives through development of legislation, participation in legislative workgroups and coordination and collaboration with other state agencies.

· Creating and maintaining numbers and types of companies approached and relationships solidified through client enrollment.

REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITITIES:


A Bachelor’s Degree in a related social or health service or business or public administration field, Masters Degree preferred.


A minimum of 5 years of outside business-to-business marketing experience with major responsibility for customer account management.
3 years of outside business-to-business sales experience in ‘named’ accounts preferred. 
Demonstrated stable track record of success in marketing, with 2-3 years consecutive successful marketing experience within one company within the last 5 years. 
Proficiency with the MS Application Suite of products; Excel and PowerPoint.
Valid Washington State driver’s license.
A minimum of 5 years state/federal/private insurance industry laws, regulations and business practices is preferred.
Combined public and private sector healthcare management experience preferred.
Skills to effectively communicate a complex insurance business to a wide range of professionals including state agency executives, state legislators, health insurance executives and other community members.
Takes a leadership role in developing and presenting legislation, short and long range strategic planning to diverse national and statewide audiences.
Ability to strategically focus both fiscal and personnel resources to achieve assigned employer participation objectives monthly cost avoidance and cost recovery target levels.
Effectively delegate and monitor plans and activities of professional supervisory and management staff.

WORKING ENVIRONMENT:
Work is divided between a secure office not accessible to the public except by invitation and the employer’s place of business.  The majority of the incumbent’s work is accomplished sitting or standing at a desk in a scent-free area. Majority of work requires working on a PC and other personal communication devices, (e.g. Blackberry, laptop for field work, etc.). Long periods of sitting or standing, repetitive motions an eye strain are common. Statewide travel, as necessary, is required.
