Financial Analyst, Arbitrage Compliance

Purpose: Arbitrage Compliance for Cities, Counties and School DistrictsTo support and assist the Financial Advisor -Arbitrage Specialist with reviewing client accounting records related to the investment of and expenditure of bond proceeds. To calculate excess earnings if any, on non purpose investments computed at the maximum allowable rate for a particular bond issue. To consult with Ehlers financial advisor and bond attorneys on arbitrage rules. Works independently and takes initiative to analyze and resolve problems.Key Result Areas and Functions:*Track and manage arbitrage assignments using an internal company database.*Gather and review the bond documentation and financial records necessary to prepare arbitrage computations and reports. Determine causes of discrepancies in aforementioned data and work with clients, financial advisors and others to resolve.*Research and consult on tax matters related to arbitrage assignments. *Prepare arbitrage computations and reports in accordance with the Internal Revenue Code and Treasury Regulations.*Work with Financial Advisor, Arbitrage Specialist to ensure accuracy of arbitrage computations and reports.*Train and mentor staff as necessary.*Attend professional development and training sessions on a regular basis. *Perform other duties as required to fulfill mission of the company.Qualifications:*Adhere to the highest degree of professional standards and client confidentiality.*Experience in government or municipal accounting, financing, debt structure, bond issuance, tax systems and municipal financial management helpful.*Must be proficient with MS Office. *Excellent analytical, organizational and project management skills. *Demonstrate exceptional attention to detail, care and accuracy in completing analysis.*Able to work cooperatively with other employees to achieve individual, team and company goals. *Strong interpersonal skills to create and maintain positive relationships with teams, clients and others. Credentials, Licenses or Designations: CIPFA certification preferred.
