The Payroll Manager is responsible for all aspects of the payroll process including PR tax reporting and reconciliation.  The Manager would prepare and oversee the processing and reporting of weekly and biweekly payroll for 27,000 employees. The position requires an innovative individual with the ability to work independently and multi-task while meeting deadlines.  Individual must have extensive hands-on PR (including employment taxes) experience, strong interpersonal, organizational, managerial and team building skills, as well as working knowledge of PeopleSoft PR, Kronos time and labor and Microsoft Office applications.  The successful candidate will be able to decisively communicate and coordinate with the payroll department’s internal business partners in Information Systems, Human Resources, Accounting, Legal and the 80+ business units.

 

Job Description

·         Provide leadership to the Support Offices and field Payroll teams related to the use of payroll systems: time clocks, time records processing and data transfer to PeopleSoft for accurate payroll and related tax processing. 

·         Works with other team members in the field and support offices to provide high quality payroll services to 26,000+ associates. 

·         Updating established PR policies on such matters as payroll processing cutoff, garnishments, off cycle checks, time classification, tax adjustments, taxation of awards and fringe benefits. Communicating and coordinating successful implementation of policy and procedural change

·         Develop a support office team that acts as a trainer, troubleshooter and problem solver to the divisions and the company as a whole.  The teams focus is providing support for timely and accurate payment of wages with high quality customer service.

·         Identify opportunities for cost savings and to improve/streamline processes, policies and systems. 

·         Ensure that payroll processes follow company policies and comply with state and federal regulations/industry standards. 

·         Working knowledge of employer and withholding taxes, garnishments, and bank reconciliations

·         Maintain a high level of subject matter knowledge within the department.  

·         Assume responsibility and oversight for special projects, as assigned, e.g., special audits, assisting other finance departments, implementation of paycards or system upgrades

·         Assist with hiring, training and management of payroll staff

·         Manages multi-state weekly and semi-monthly payroll processing across 80+ divisions

·         Review the annual/quarterly/monthly Federal & State tax returns prior to filing.

·         Maintains accurate payroll files and records including evidence of compliance with established Sarbanes-Oxley controls.

·         Develops annual payroll budget.

·         Coordinates payroll related information gathering for all external audits (union, workers comp, state or federal)

·         Researches and responds to employee/field payroll inquiries in a timely fashion.

·         Works closely with the benefits team to ensure accurate benefit deductions and record keeping.

·         Reviews/prepares payroll reports for the accounting team to reconcile the PR subsystem interface to the general ledger. Overall review of the activity for reasonableness.

·         Other duties as assigned

 

 

 

Qualifications

 

·         Bachelor’s degree in Accounting; CPP Certification desired

·         5+ years of experience with high volume, multi-state customer base

·         5+ years management experience

·         Hands on experience with PeopleSoft payroll and Kronos time and labor applications required

·         Sarbanes-Oxley compliance experience

·         Experience with automated payroll and payroll tax processing services

·         Excellent written and verbal communication skills

·         Detail oriented with strong organizational, analytical and project management skills.

·         Proficiency with Microsoft Office applications
