CLASS SUMMARY
The Division of Economic and Medical Services Field Representative works under
supervision and is responsible for serving as a liaison between central and
county offices, providing policy clarification, monitoring and evaluating
program operations, identifying deficiencies and recommending corrective
actions, and providing training programs.  This position is governed by state
and federal laws and agency policy.

EXAMPLES OF WORK
1.  Serves as a liaison between Department of Human Services/Division of
  providing policy and procedure clarification and reviewing and addressing
  concerns.

2.  Monitors and evaluates existing program activities through the review of
  records and reports to determine service effectiveness and policy and
  procedure compliance.

3.  Investigates complaints, identifies program deficiencies, and resolution
and prepares site visit report. Prepares corrective action plans and implementation
procedures.  Meets with County Administrator to discuss findings, problems, and
recommendations or resolution.

4. Conducts follow-up review of corrective action plans to ensure 
implementation and evaluate effectiveness.

5. Provides training programs to county office staff regarding new and
existing policies and procedures by identifying training needs, researching
information, developing programs and materials, and presenting programs.

6. Consults with departmental, state, and federal representatives to discuss
policy and procedure effectiveness or problems and enhancement or resolution
methods.

7.  Performs related responsibilities as required or assigned.

WORKING RELATIONSHIPS
The Division of Economic and Medical Services Field Representative has regular
contact with central and county office staff and occasional contact with
agency and federal personnel.

SPECIAL JOB DIMENSIONS
Frequent in-state travel is required.

KNOWLEDGES, ABILITIES, AND SKILLS
Knowledge of state and federal laws, rules, and guidelines governing 
  departmental programs.
Knowledge of training methods and presentations.
Ability to plan and organize work activities.
Ability to prepare and present oral and written information.
Ability to analyze, interpret, and apply program policies and procedures.
Ability to monitor and evaluate program or policy effectiveness and recommend
  corrective action.

MINIMUM QUALIFICATIONS
Completion of two years' college coursework in social work, sociology, or a
related field; plus four years' experience in social service programs and
activities.

Other job related education and/or experience may be substituted for all or
part of these basic requirements upon approval of the Qualifications Review
Committee.
