Acquisition Management Support
We have multiple positions for Acquisition Managers who can apply knowledge of defense acquisition regulations and requirements, lead and contribute to team activities and use analytical techniques to assess acquisition processes and approaches for improving acquisition, program planning, control and execution. SPECIFIC FUNCTIONAL RESPONSIBILITIES INCLUDE: •Comply with the principles, criteria and procedures of DoD, NSSAP, AFMC, and ESC Instructions, Directives, and Regulations •Prepare and record system, security status, and portfolio management information into the Enterprise Information Technology Data Repository (EITDR) for Federal Information Security Management Act (FISMA), SISSU (Security, Interoperability, Supportability, Sustainability, Usability), Clinger Cohen Act, and other statutory compliance •Prepare, review and modify strategic plans that define, document and evolve the strategic focus of the CPSG consistent with higher headquarters’ direction, AFSO21 and BSC, and conduct broad-based analyses of acquisition programs to support organizational planning •Manage and plan strategic resources to keep program office manning and expertise commensurate with strategic goals and product portfolio and comply with manpower reporting/tracking requirements •Analyze the efforts of industry, academia and other organizations and develop and recommend strategies to ensure near-term and long-term integration into the GIG infrastructure and address risk •Assess and review internal business processes and prepare recommendations to improve performance and/or efficiency. Model performance and plan or assist with the implementation of improvements •Prepare acquisition strategy analyses and plans and present their advantages and disadvantages to senior leadership •Compare program direction, guidance, acquisition strategies and acquisition plans with current contracts. Identify discrepancies and significant issues and recommend corrective actions •Track progress and suggest alternate approaches for projects behind schedule and analyze problems that arise in the performance of program tasks and recommend solutions •Analyze network project tracking systems and evaluate activities and tasks for currency, applicability, sequence, interdependency, duration, and alignment with program milestones •Develop and document decision support systems and models •Prepare, review and modify procurement documentation (e.g., evaluation factors, Requests for Proposal (RFP), Statements of Objective (SOO), Statements of Work (SOW), and Performance Work Statements (PWS)) •Evaluate proposals and prepare technical evaluation reports for submission to the PCO. Support the negotiation process and pre-award and post-award contract management actions. •Review and assess contractor submitted documents (e.g., milestone schedules, status reports, cost performance reports, contractor Master Plans, and Integrated Master Schedules) to determine their accuracy and report inconsistencies •Prepare and deliver acquisition program management briefings and reports to Government and prime system Contractors •Identify and assess risks to programs or projects, recommend risk mitigation strategies, and implement risk reduction plans •Work independently while understanding the necessity for communicating and coordinating work efforts with other employees and organizations •Establish and maintain effective professional working relationships with co-workers, and customers. •Perform occasional travel to contractor and customer sites, as required •Work flexible hours, including occasional overtime. •Carry out other duties as may be assigned or requested. EDUCATION/CERTIFICATION/EXPERIENCE/SKILLS (minimum desired): •Bachelor’s degree and a minimum of 4 years relevant experience. •Previous technical support/functional support experience in a DoD setting is required. •Ability to effectively communicate both orally and in writing •Must currently have a government security clearance at the Secret level and eligible for an upgrade to a Top Secret clearance. •Must be competent in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint and Access).
