SUMMARY/GENERAL DESCRIPTION OF JOB:
Our customer is an Army Materiel Developer with products of extreme technical complexity, challenging acquisition schedules, and significant technological advances. Our client interfaces with all DOD services, a vast array of other agencies, and nearly all of the other Army PEOs.
The Acquisition Specialist will support in the preparation of functional program office metrics to assist the Assistant Product Managers in their on-going evaluation of Cost, Schedule and Performance within a specific product line. The Acquisition Specialist shall review and make recommendations regarding the customers overall business processes, including development and management programs, acquisition and contracting, and integration of the overall efforts of Planning, Programming, Budgeting, and Execution System (PPBES).
ESSENTIAL DUTIES & JOB FUNCTIONS:
The Acquisition Specialist shall provide Assistant Program Manager support services which includes, but not limited to, providing ongoing input, preparation, and presentation of the following:Integrated Master Plan (IMP)Work Breakdown Structure (WBS)Business Monthly Review (BMR) and various other Program briefings and chartsRisk Management AnalysisAcquisition Program Baseline (APB) recommendationProduct Cost Analysis and Projection Plan (PCAPP)Information and Technical White PapersProgram Objective Memorandum (POM) and off cycle POM analysis and presentation.Army POM and Budget Estimate Submit (BES) reportsBudget support justification (POM/BES Review) in support of funding linesProbability of Success (Ps) chartsDraft and review Acquisition Requirements Packages (ARP)Draft and review MOUs/MOAsMaintaining linkages to the latest Acquisition documentation on the internal website.
JOB REQUIREMENTS (Education, Experience, & Professional Association):Mandatory –
· Active Department of Defense TS/SCI security clearance.
· Bachelor of Science degree and with a minimum of two (2) years DoD System Acquisition experience. Five (5) years DoD System Acquisition experience may be substituted for a bachelor’s degree.
· Level II DAWIA certified in Program Management or Systems Planning, Research, Development and Engineering. This can be substituted with a PMI credential such as Project Management Professional (PMP) or higher.
· Familiarity with the policies, directives, regulations and instructions as outlined in DoD Directive 5000.1, DoD Instruction 5000.2 and the Defense Acquisition Guidebook.
Preferred –
· System Acquisition experience within an Army Program Office.
