PRIMARY RESPONSIBILITY: To oversee the staff and day-to-day operations and activities of an Adams County Motor Vehicle Branch Office.


EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
• Schedule and track usage of vacation and sick leave for branch office employees. Schedule lunch and break periods to ensure proper office staffing.
• Conducts performance evaluations, makes informal recommendations on hiring, firing, promotions or salary adjustments. Recommends disciplinary actions, maintains employee records and time cards.
• Provide direction and guidance to motor vehicle staff. Delegate work assignments and implement quality control procedures to ensure efficient operation of branch office.
• Keep abreast of changes in statutes and rules and regulations (i.e. emissions, sales tax, titling, registration, etc.) that affect motor vehicle and inform staff of changes. Provide guidance for proper implementation and application. Research and interpret motor vehicle statutes, rules and regulations.
• Coordinate re-assignment of Motor Vehicle Technicians with the Adams County Motor Vehicle Manager to assure proper coverage in all motor vehicle branch offices.
• Coordinates the responsibility of maintaining sufficient inventory of office supplies and equipment, license plates, tabs, etc. as necessary.
• Research answers to non-routine questions from the public, dealers, financial institutions and other governmental agencies and entities. Effectively communicate, in appropriate form, information to customers concerning fees, reasons for rejects, statutes, rules and regulations and policies and procedures.
• Reviews and verifies refund requests for overpayment of sales tax, filing fees, title fees and registration fees for branch office. Submits to main office for final authorization and processing.
• Formulate budget recommendations for motor vehicle branch office and submits to Adams County Motor Vehicle Manager and Assistant Chief Deputy for budgeting process.
• Oversee and/or monitors the general safety and security of the motor vehicle branch office.
• May by responsible for branch cash box, branch deposit and other necessary banking procedures.
• Authorizes permits based on written permit policy.
• Responsible for motor vehicle branch office computer system and backups. Coordinates system functions with the main Adams County Motor Vehicle office. Monitors and reports system hardware and software problems.
• May participate in the interview process for candidates for employment and/or promotion.
• Perform other related duties as required.


REQUIREMENTS
• Experience – Must possess a minimum of three to five years of experience in all phases of work in a Motor Vehicle Department of a Clerk and Recorder’s office in Colorado. One year supervisory experience is required. A combination of education and experience sufficient to acquire the necessary knowledge, abilities and/or skills will be considered.
• Education – High school education or equivalent. Must have knowledge of personal computers and other software.
• License or Certificate - Ability to become deputized.


SPECIAL REQUIREMENTS

Essential duties require the following physical abilities and work environment:
• Work is conducted in an office environment. Work atmosphere may be noisy and hectic due to contact with general public in person and on the telephone.
• Class “C” driver’s license, state-mandated auto insurance and own transportation are required.
• Ability to lift or move a minimum of 25 pounds.
• Must be able to pass CBI background check.
