Affirmative Action Manager

Develops & implements statewide programming related to equal employment opportunity, cultural diversity plans & programs: develops & implements EEO plans & programs for; administers civil rights complaints activities; administers Americans with Disabilities Act (ADA) reasonable accommodation requests; monitors EEO goals & objectives; monitors cultural diversity program; makes & maintains contact with community & government agencies & professional organizations to assist in recruiting (e.g., job fairs, Urban League contacts, professional organizations) of qualified minorities & females; prepares of strategic EEO plan by evaluating aspects (e.g., Human Resources policies & practices, EEO employment goals) of plan for equal opportunity employment; develops & conducts training & education sessions related to the above; coordinates the development of an Affirmative Action Plan. Receives & responds to employee EEO complaints (e.g. Ohio Civil Rights Commission (OCRC), Equal Employment Opportunity Commission (EEOC), State Equal Opportunity Division of Department of Administrative Services); counsels employees concerning potential discrimination concerns; investigates claims of discrimination & reports finding to Chief Executive Officers (CEO’s), supervisors, Chief of Human Resources, and legal office. Respond to complaints: in accordance with applicable government regulations (e.g., Social Security Act, Civil Rights Acts, Title VI, Title VII, Section 504 of the Rehabilitation Act of 1973, Americans with Disabilities Act of 1990, Governor’s Executive Orders, Educational Amendments of 1973 – Title VII, Age Discrimination Act); assists supervisor in developing approach to assure program accessibility among federally & state funded mental health programs; identifies areas of non-compliance with regulations (e.g., program accessibility of clients & families, physical accessibility of facility clients & families). Monitors & manages the Minority Business Enterprise (MBE)/EDGE program to obtain the required percentage of minority & set aside projected spending; develops & implements the State EEO Diversity Strategic Plan.

Minimum Qualifications - Completion of undergraduate program in business administration, public administration, collective bargaining/labor relations, or human resources; 24 months experience in position responsible for managing EEO and affirmative action activities in government agency, educational institution, or private sector organization/company of which at least 12 months included EEO processing, investigating & resolution of complaints; 12 months training or 12 months experience in supervision/management –OR- 18 months experience as EEO Manager - OR – 24 months experience as EEO Regional Program Administrator.
