AGENCY DESCRIPTION:
The Department of Small Business Services (SBS) makes it easier for companies in New York City to form, do business and grow by providing direct assistance to business owners, fostering neighborhood development in commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, and preparing New Yorkers for jobs and linking employers with a skilled and qualified workforce.

JOB DESCRIPTION:
SBS is seeking an Agency Chief Contracting Officer (ACCO) to be a member of a vibrant, client-centered agency. The ACCO plays a critical role in the Agency's success and oversees a unit that registers over 200 programmatic contracts and fulfills nearly 1,000 administrative purchase requests each year. The ACCO, with a staff of eight employees, will be responsible for proactively driving all procurements to completion.

Candidates should have experience managing, coaching, and mentoring a team of employees with various degrees of expertise and City service. SBS is specifically seeking an ACCO with experience driving change, building teams, and improving performance at an individual and unit level. The Procurement unit's core functions include:

• Ensuring that all Agency procurements adhere to New York City's contracting laws and regulations
• Serving as the Agency's primary liaison to oversight agencies for all procurement activities
• Using procurement experience and expertise to determine the most appropriate and efficient means of meeting the Agency's purchasing and contracting needs
• Coordinating with Agency staff and external vendors to procure goods and services in a professional and timely manner

Specific responsibilities of the ACCO include:
• Ensuring that the planning and implementation of the agency's procurement activities are in compliance with Chapter13 of the City Charter and with the Rules of the Procurement Policy Board
• Determining the best and most appropriate procurement method for contracting and purchasing
• Directing the procurement and contract award and administration process by overseeing the successful and compliant preparation and issuance of specifications; solicitation of competitive and non-competitive bids and proposals; evaluation of bids and proposals and awarding of contracts, contract changes and modifications; contract registration; and the processing of small purchases
• Initiating fact finding, coordinating analyses, conducting negotiations and documenting the pricing process. Authorizing final determination if price is fair and reasonable.
• Maintaining accurate and up-to-date status information all on Agency procurements
• Increasing the productivity of the Procurement by engaging staff, leveraging performance data, improving processes and proactively driving procurements to successful completion

REQUIRED SKILLS:
1. Proven track record of managing a multi-funded organization
2. Knowledge of the City's Rules of Procurement and Chapter 13 of the City Charter
3. Excellent communication, leadership, and analytical skills
4. Strong work ethic and attention to results
5. Experience driving and managing change
6. Candidate must possess advanced MS Project, Access, Excel, Visio and Word skills

QUALIFICATION REQUIREMENTS:
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
