DescriptionThe Senior Analyst conducts organized analytical assessments and evaluations to understand and/or evaluate complex issues to inform decision making, policy development, system development, management, or administration of client processes. He or she performs studies, analyses, and evaluations across a wide variety of domains and provides recommendations to client organizations to improve the organization’s mission performance and supports development and execution of programs to implement solutions. Level 4 analysts will be proficient in all areas defined in the Level 3 position description with additional capabilities as described below.Required Skills• Demonstrated ability to apply advanced principles, theories, and concepts to solve uniquely complex problems. • Demonstrated ability to conceptualize and develop solutions, to formulate problem statements conducive to application of analytical methods, and to develop analysis methods and approaches. • Demonstrated ability to examine complex systems, operations, and processes and analyze their components and relationships. • Demonstrated ability to identify and/or design alternative solutions to problems, processes, or procedures; to analyze and provide recommendations on the impacts and effects of alternative solutions or courses of action. • Demonstrated ability to identify, evaluate, and propose original and practicable methods of resolving complex problems.• Develop and coordinate JCTD documentation (i.e., Implementation Directive, JCTD Management Plan, Functional Requirements Documentation, Concepts of Operations (CONOPS), Tactics, Techniques and Procedures (TTP), Measures of Effectiveness and Measures of Performance (MOE/MOP,) Integrated Assessment Plan (IAP), demonstration execution documents and AARs, DOTMLPF recommendations)• Plan and conduct IPTs, IPRs, telecons and VTCs necessary to fulfill OM responsibilities• Systems engineering support, communications planning and architecture support, systems integration supportGuide, coordinate and review the Operational Test Agency’s development of the Integrated Assessment Plan and associated Measures of Effectiveness and Measures of Performance (MOE/MOP)Required Experience• Expertise in a broad scope of applications and uses of analytic methods, such as requirements analysis, system and subsystem definition, program and process analysis, policy analysis, risk analysis, cost-benefit analysis, and planning. • Experience in conducting analyses of systems, operations, policies, and/or management issues of moderate to large size and complexity. • Specialized expertise in analysis of several specific systems related to mission space or multiple specific analysis methods or disciplines. • Experience in management structures geared toward delivery of end-item products and the application of repeatable processes, modern development methodologies, and techniques such as simulations, war-gaming, prototyping, and systems demonstrations.
