Advanced Resource Technologies, Inc. (ARTI), is currently recruiting for Application Programmer in support of a Defense Agency contract at our Alexandria and Arlington, VA locations. Position is full-time, exempt. Start date is immediate upon approval of security clearance processing.

SUMMARY

The scope of this work provides enhanced capabilities to various technical and administrative duties and functions related to normal operations of an MDA Program Management Office. This position will be responsible for developing and maintaining numerous forms of applications utilizing ASP.Net and MS SQL. In addition, will be responsible for website design, content management, and maintenance for the project.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Duties and responsibilities include but are not limited to:
• Performs complex software development, design, and code to meet product specifications and development schedules.
• Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and documenting programs.
• Designs, modifies, develops, writes and implements software programming applications.
• Supports and/or installs software applications.
• Participates in the testing process through test review and analysis, test witnessing and certification of software.
• Reviews and analyzes systems for the purpose of evaluating the design and/or recommending modifications to satisfy requirements.
• Ensures the testing, validation, optimization, installation, and operation of applications.
• Measures software performance and resolves resulting technical performance and quality problems with applications.
• Manages, manipulates, and maintains several custom databases.
• Develops and maintains software documentation.
• Designs and develops schemas.
• Ability to communicate with development team and management orally and in writing.
• Provide recommendation on software development related matters.
• Perform website development for public site. Design, develop, update and administer department’s website. Analyze and correct system failures. Conduct daily site link review and analysis.
• Establish and maintain content management process and procedures.
• Assist users in developing their web site requirements.
• Add, edit, and remove content as directed by the customer.
• Create, test, and debug scripts, programs and applications.
• Supports and/or installs software applications.
• Responsible for the testing, validation, installation, and operation of applications.
• Provide on-going maintenance, support and updates to web applications and web sites.
• Conduct periodic reviews and analysis of web sites.
• Maintain and update website documentation.
• Analyze system failures and take corrective action.
• Provide weekly reports on departmental and project progress and design allocation.

REQUIREMENTS

• Minimum education: Bachelor’s degree in a relevant scientific or technical discipline. With a Master’s degree in a relevant field, 2 years of experience is required. With 6 years of experience a degree is not required.
• Four years experience in application design, development, testing and implementation of projects.
• Experience with the Microsoft Suite of development tools required.
• Experience with Active Server Pages, .NET, C#, HTML/DHTML, and Visual Basic required.
• Experience with database driven applications using MS SQL Server desired.
• Must have experience monitoring enterprise web sites for performance, standards compliance, broken links and errant processes using automated monitoring tools.
• Experience in monitoring web site activity for malicious activities and implementing security solutions to minimize their impact on resources and to prevent their compromise is desired.
• Should possess a contemporary knowledge of web-based standards, web-based technologies, content management standards, protocols, and solutions.
• Ability to effectively interact with personnel at all levels in a dynamic work environment is required.
• Must be able to work independently and in a team environment.
• Must have excellent written and oral communication skills.
Mandatory Requirement: Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for access to classified information; Secret clearance required.
