Applications Development Manager

The Applications Development Manager is responsible for developing, enhancing and maintaining DMV's application systems. Responsibilities include the development of strategic and tactical plans; development of technical architecture and IT delivery policies, standards, guidelines, processes and procedures; monitoring the status and quality of application systems; assignment of IT resources to DMV initiatives based on established priorities; and monitoring of delivery efforts for compliance with DMV, ODOT and state government laws, rules and policies. Position manages both staff and operational programs required to deliver critical IT projects and services in compliance with the established Service Level Agreement with Driver and Motor Vehicle Services Division in direct support of DMV's critical business goals and objectives. The salary range is $5495-$8502/month+ excellent benefits. This position is located in Salem. As a Applications Development Manager you will: Manage DMV Systems Applications teams by providing direction for planning and delivery of end-user oriented application IT services. Areas of management responsibility include personnel resource allocation, RFP/contract development and administration, consulting, problem resolution, systems analysis, training, technical documentation, project implementation and end-user support. Provide program leadership for the development and maintenance of application development standards that will result in more maintainable applications with shorter development cycles. Ensure DMV IT projects are in compliance with ODOT's Quality Assurance Policy (ADM 04-06-01). Program responsibilities include planning, monitoring and reporting quality assurance activities on IT projects of $500,000 or greater. Oversee contract management and administration for DMV Application Development contracts. Provide leadership and direction through strategic, tactical and operational planning to develop biennial business plan and Information Resource Management Plan for DMV. Position Qualifications include: Three years of mid-level IT management experience with direct responsibility for staff supervision, program development, development of program rules and policies, strategic and tactical planning and direct budget authority; AND Five years of experience as an IT professional in applications development and/or systems analysis.
