The Sr. Technical Lead will support the Biological Threat Reduction Program (BTRP) of the Cooperative Threat Reduction (CTR) Directorate in the Defense Threat Reduction Agency (DTRA). The purpose of BTRP is to combat bioterrorism and prevent proliferation of biological weapons- (BW) related technology, pathogens, and expertise in countries of the Former Soviet Union (FSU) and elsewhere as directed by the customer. Objectives of the BTRP are: • Prevent the sale, theft, diversion, or accidental release of BW related materials, technology, and expertise • Consolidate especially dangerous pathogens (EDPs) into one or two safe, secure central reference laboratories • Improve the recipient state’s capacity to detect, diagnose, and report bio-terror attacks and potential disease outbreaks • Catalyze strategic research partnerships BTRP objectives are achieved through four major project areas: • Biological Weapons Infrastructure Elimination (BWIE) • Biosecurity and Biosafety (BS&S) • Threat Agent Detection and Response (TADR) • Cooperative Biological Research (CBR) The Sr. Technical Lead will be responsible for the products and services of the BTRP Technical Team, consisting of approximately twelve subject matter experts providing biosecurity, biosafety, construction and engineering, information technology, and test and evaluation support to the customer. The Sr. Technical Lead will supervise and the Technical Team, prioritize team tasking, ensure quality and timeliness of Technical Team products and services, as well as contribute to the team’s products and services. Education: Master’s and/or PhD in biological sciences (i.e., microbiology, bacteriology, virology etc.). Required Skills: 10+ years direct experience in the technical aspects of the position, 4+ years experience supervising personnel and medium or large teams. Experience performing safety, security, and vulnerability or risk assessments for containment laboratories inside or outside the U.S. Must possess excellent communication skills (verbal and written) for both technical and non-technical personnel and be able to work independently and as part of a team. Must have outstanding organization skills and be able to prioritize and multi-task. Must be able to think strategically and plan long-term, have an eye for detail, and deliver quality products and services on a daily basis. Periodic travel to countries of the Former Soviet Union is required. The ideal candidate will have experience in several of the following areas: • Familiarity with U.S. Department of Defense (DoD) Cooperative Threat Reduction programs and missions • Direct hands-on experience working with Especially Dangerous Pathogens (EDPs) • Experience working in a BSL-2, BSL-3, or BSL-4 laboratory setting • Experience both performing safety, security, vulnerability, and/or risk assessments of laboratories engaged in research on Select Agents and providing technically sound guidance to remedy identified deficiencies • Ability to provide written assessments of existing laboratory infrastructure, equipment, procedures, operations, and management and recommendations for changes to bring the facility into compliance with the above guidelines and standards • Ability to provide technical review and comment for BSL-2 and BSL-3 facility design plans • In-depth knowledge of biological safety and security guidelines for handling and storage of human, veterinary, and agricultural EDPs as set forth in the latest edition of the Centers for Disease Control/National Institutes of Health Biosafety in Microbiological and Biomedical Laboratories (BMBL) and Title 42, Code of Federal Regulations (CFR), Part 73 • Knowledge of applicable local, state, federal, and international regulations for packaging, labeling, and transport of EDPs and those set forth by the International Air Transportation Association and 49 CFR, Parts 171-180. Desired Skills: Experience working with DoD or any other U.S. Government Agency on major acquisition projects would be beneficial, particularly in the area of biological threat reduction. Familiarity with U.S. DoD CTR programs and missions. Experience working with biological scientists or representatives from laboratories in the FSU. An understanding of U.S. biological safety and biosecurity guidelines and those of the World Health Organization and any country other than the U.S. (especially Russia or any former Soviet Union [FSU] country). Familiarity with Russian or any of the languages of the FSU a plus but not necessary.
