CHIEF OF POLICE
NATURE OF WORK
The incumbent in this position functions as the administrative head of the STOF Police Department. Participates in the development of and implements policies and procedures related to assigned areas of responsibility. Acts as the STOF’s primary authority on law enforcement issues. This position reports to the Chief Public Safety Officer and is an exempt position.

Plans, coordinates, supervises and evaluates the STOF Police Department operations.
Develops policies and procedures for the STOF to ensure efficient operations of the Police Department and to implement goals/ directives from the Tribal Council through the Chief Public Safety Officer.
Plans and implements a law enforcement program for the STOF in order to better carry out the policies and goals as set forth by the Chief Public Safety Officer. Reviews Department performance and effectiveness and formulates programs or policies to alleviate deficiencies.
Coordinates the information gathered and work accomplished by various officers; assigns officers to special investigations as the needs arise for their specific skills.
Assures that personnel are assigned to shifts and working units which provide optimum effectiveness in terms of current situations and circumstances governing deployment.
Reviews evidence and examines witnesses and suspects in criminal cases to correlate all aspects, and to assess for trends, similarities, or for associations with other cases.
Supervises and coordinates the preparation and presentation of annual budgets for the Department. Directs the implementation of the Department's budgets and plans for and reviews specifications for new or replaced equipment.
Directs the development and maintenance of systems, records and legal documents that provide for the proper evaluation, control and documentation of the STOF Police Department operations.
Coordinates and supervises the training, assignment and development of subordinate Police Officers.
Handles grievances, maintains Departmental discipline, conduct and general behavior of assigned personnel.
Prepares and submits periodic reports to the Chief Public Safety Officer.
As directed by the Chief Public Safety Officer, meets with elected or appointed officials, other law enforcement officials, tribal community and business representatives and the public on all aspects of the Department's activities.
Attends or designates personnel to attend conferences and meetings to keep abreast of current trends in the field. Represents the STOF Police Department in a variety of local, county, state and other meetings as required.
Cooperates with County, State and Federal law enforcement agencies as appropriate where activities of the police department are involved.
Coordinates activities with supervisors and other STOF departments, exchanges information with officers in other law enforcement agencies and other government agencies. Obtains advice from the Chief Public Safety Officer regarding STOF cases, policies and procedures.
Ensures that laws and ordinances are enforced and that public peace and safety is maintained.
Directs investigations of major crime scenes.
Performs the duties of subordinate personnel as needed.
Analyze and recommends improvements to equipment and facilities, as needed.
Participates in various committees.
KNOWLEDGE, SKILLS AND ABILITIES
Interest in the Seminole Tribe of Florida history, culture and organizational structure.Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment. Thorough knowledge of applicable laws, ordinances, and department rules and regulations. Ability to train and supervise subordinate personnel. Ability to give verbal and written instructions. Ability to make independent judgments which have critical impacts on the organization. Ability to communicate effectively in English both verbally and in writingAbility to maintain confidentiality of files, records and reports. Ability to coordinate multiple tasks efficiently.Excellent decision-making skills. Ability to use diplomacy and sensitivity when dealing with employees, management, officials and general public.Ability to interpret and explain STOF personnel policies, rules and regulations. Ability to maintain effective relationships with STOF departmental officials and other staff members.Ability to achieve rapport and deal effectively and persuasively with the STOF tribal members, supervisors and employees.Ability to work a flexible work schedule including evenings, weekends and holidays. Ability to travel to all STOF tribal reservation facilities.
MINIMUM REQUIREMENTS
Graduation from an accredited college or university with a Bachelor's degree in police science, law enforcement, criminal justice, public administration or a closely related field; Master’s preferred. Seven (7) to ten (10) years of experience in police work, three years of which must have been equivalent to lieutenant or higher. Must be able to obtain the Florida Department of Law Enforcement Certification. Knowledge of applicable Florida State and Federal laws. Knowledge or experience with Native American culture is desired. Thorough knowledge of modern law enforcement principles, procedures, techniques and equipment.
Thorough knowledge of applicable laws, ordinances and STOF operating rules and regulations. Excellent organizational and interpersonal skills including English written and verbal communication skills. Previous exposure to project-related activities through active participation in system-related projects. Able to work a flexible work schedule including evenings, weekends and holidays. Able to travel to all STOF Reservations and facilities. Must have or be able to obtain a valid Florida Driver’s License.
PHYSICAL DEMANDS
While performing the duties of this job the employee is frequently required to sit, talk and hear. The employee is occasionally required to stand, walk, use hands and fingers to feel, handle, or operate objects, controls or tools. Able to climb, stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. May drive a company vehicle.
