The U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), Project Execution Office (PE), Design and Engineering Division (DE), Civil/Structural Branch (CSB) has an opening under a Personal Service Contract (PSC) for a full-time Civil Engineer, with an emphasis on Structural Engineering.  OBO is responsible for managing the design and construction of US embassies, consulates and diplomatic staff housing in over 160 countries worldwide. 

 

DUTIES:

The incumbent will work with a design manager in OBO on the complete design of specific engineering construction projects.  He/she will provide a wide variety of expert professional structural engineering advice and assistance including: (a) initiation and review of structural design analysis and investigations at new building projects, as well as for special existing site situations; (b) initiate and direct capital programs for retrofitting buildings for structural/seismic strengthening; (c) review and approve civil and structural engineering aspects of minor improvement proposals, and maintenance and repair proposals; and (d) review and consult regarding civil and structural engineering aspects of buildings to be purchased or leased by OBO to assure compliance with OBO criteria.

 

MANDATORY REQUIREMENTS:  APPLICANT MUST BE A U.S. CITIZEN.  Failure to state this on original application will render you ineligible for consideration.  The successful candidate will be required to obtain a State Department Top Secret Clearance.  Applicants must demonstrate professional knowledge of engineering principles, methods and techniques, as evidenced by either a  B.S. degree in engineering or a combination of college-level education, training and/or technical experience, as evidenced by a Professional Engineer license. In addition, candidates must have at least one full year of specialized civil/structural engineering experience equivalent to the next lower level in the Federal service. The successful candidate should have at least  5 years of progressively responsible experience in the design and analysis of structural systems and components of office buildings utilizing structural steel, reinforced concrete, wood, and masonry materials; hands-on experience in structural dynamics, including design and analysis of building structures for abnormally large forces due to winds, earthquake and blast.  Candidates should also possess excellent verbal and written skills.

 

Additional Information:  Relocation expenses will not be authorized.  Some overseas travel will be required.
