JOB PURPOSE
This position is responsible for providing programmatic and technical support to the Pacific Northwest Division's (PNWD) Classification Program. The program is responsible for fulfilling the classification requirements of the Operating and Use-Agreement contracts by ensuring the appropriate identification of PNWD programs and publications requiring protection in the interest of national security as defined in the Atomic Energy Act of 1954 (AEA) and Executive Orders, applicable federal regulations (10 CFR 1045, 10 CFR 1017, etc.), and DOE Directives. The program is responsible ensuring the proper interpretation and application of current DOE-approved guidance and guidance provided by other federal agencies in subject areas such as nuclear weapons design and test, military application, arms control, nuclear nonproliferation, nuclear materials production, intelligence/counterintelligence, and safeguards and security. These decisions involve technical interpretations of programmatic work for impact on classification, analyzing complex scientific and engineering information in light of current DOE (and other)-approved guidance in order to determine the classification of documents and to recognize instances where approved guidance is no longer adequate. The Laboratory's ability to conduct classified programs is dependent upon a satisfactory rating of the PNNL Classification Program by Federal DOE and other agency regulators.
The incumbent is an independent contributor, fully functioning and knowledgeable on theory, principals and practices associated with classification. They are a broad generalist in the science and technology thrust areas of the Laboratory. May function as a team lead or give direction to other specialists or non-exempt staff. This position identifies opportunities and risks, makes recommendations affecting organizational practices, and uses innovative approaches to develop solutions to complex problems within established policy bounds.
NATURE AND SCOPE
This position reports to the PNNL Classification Officer, and is accountable to the Technical Group Manager, Information Protection and Analysis, National Security Directorate. The incumbent fulfils these responsibilities by maintaining full knowledge and understanding of the changing Federal classification policies, laws and statutes, and implements Laboratory standards to meet those requirements.
The incumbent is responsible for the identification of scientific and technical information requiring protection or control in accordance with federal regulations and DOE/NNSA Classification policies and guidelines. These decisions involve technical interpretations of programmatic work for impact on classification, analyzing complex scientific and engineering information in the light of current DOE-approved guidance in order to determine the classification of documents and to recognize instances where approved guidance is no longer adequate.
Other responsibilities will involve assisting the PNNL Classification Officer in fulfilling the duties and responsibilities, including: 1) development and implementation of a comprehensive classification education and awareness program, 2) authoring reports, appraisals and other information products required by DOE/CH or DOE/HQ for the Classification Program, 3) conducting audits for accuracy of authorized classifier decisions, and creating and maintaining database/records of results and findings, and 4) other mission-appropriate duties as assigned by the Classification Officer. Maintain mutually beneficial relationships with classification staff in DOE/CH and DOE/HQ who provide oversight on the PNNL classification and with classification professionals throughout the DOE/NNSA complex for interpretation of classification policy and regulation.
This position requires the incumbent to have full knowledge of classification principles and policy, excellent analytical and interpretation ability, strong verbal and written communication skills and well-developed interpersonal relationship skills. The incumbent must also posses a thorough understanding of PNNL organization, major programs and overall mission.
There are no direct reports to the incumbent.
LEVEL OF KNOWLEDGE, SKILL, AND/OR EDUCATION REQUIRED TO PERFORM JOB
This position requires a Bachelor's degree in engineering, sciences, or related technical fields, plus 7 years of experience or advanced degree in addition to a minimum of 4 years experience in classification/UCNI/declassification and DUSA programs with increasing responsibilities for managing, implementing, planning, evaluating, and assessing this type of work.
This position requires a Q Security Clearance, and a Special Compartmented (SCI) Access/Security Clearance with select Sigmas. The position also requires a DoD TS Security Clearance.
The incumbent must possess the ability to operate independently and to prioritize work based on need and urgency. Successful candidate must have excellent analytical and interpretation abilities for applying current DOE classification guides in such areas as nuclear weapons design and test, military applications, arms control, nuclear nonproliferation, nuclear materials production, intelligence/counterintelligence, and safeguards and security to PNWD's national security programs.
Full knowledge of the Laboratory's operating environment in order to define processes and procedures that ensure compliance with federal requirements and are consistent with Laboratory objectives and operations.
This position requires the ability to communicate effectively and to make clear and concise oral or written presentations supporting classification determination rationale.
This position requires the ability to work effectively and maintain workable relationships in environments of widely differing viewpoints.

Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B. In addition, applicants must be able to demonstrate non-use of illegal drugs for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs for 12 consecutive months can be demonstrated.
