Community Programs Manager – Job Requirements

The Community Programs Manager’s Job Requirements include, but are not limited to the following tasks:

• Evaluates Applications

• Assesses Project Eligibility

• Makes funding recommendations

• Participates in Consolidated Planning Process, attends hearings

• Helps prepare Community Development Block Grant [CDBG] and Emergency Shelter Grant [ESG] portions of the Consolidated Annual Performance Evaluation Report [CAPER]

• Plans, coordinates, and participates in CDBG Week Activities

• Creates and maintains subrecipient agreements and amendments

• Sets up projects in HUD’s IDIS database reporting system, as well as establishes performance objectives and documents accomplishments at completion

• Maintains complete project files

• Performs environmental assessments, Davis-Bacon requirements, acquisition documentation

• Processes payment requests in conjunction with Staff Accountant • Performs annual Risk Analysis of all subrecipients

• Conducts annual technical assistance and monitoring visits

• Provides updates for monthly management reports

• Ensures complete compliance with all pertinent CDBG and ESG Program regulations

Minimum Qualifications

Bachelor’s degree in Public Administration, Masters Degree Preferred. Minimum of three to five years prior work experience. Strong writing skills preferred. Proficiency in Microsoft XP Professional, including access, excel, word, PowerPoint, and outlook.
