POSITION:  Financial Manager/Contract Specialist

 

SECURITY CLEARANCE:

 

All applicants must possess an active Secret—Security Clearance.

 

 

JOB SUMMARY:

 

The Financial Manager will be responsible for monitoring all of the financial aspects of the project including tracking of sources and expenditures, impact analysis of contract modifications, expenditure rates, expense verification, contract document drafting, coordination with the client and others as appropriate to facilitate contract execution, identify potential issues, present status of project resources, develop inputs for Planning, Programming, and Budgeting Execution, and other tasks as needed.

 

RESPONSIBILITIES:

 

Ÿ Monitor status of potential resources from other sister organizations

Ÿ Monitor staff actions related to money, personnel, other resources

Ÿ Monitor status of resources expended under contract

Ÿ Verify expenses against deliverables

Ÿ Coordinate with the client on execution of contracts (others as necessary)

Ÿ Chart expected outlays as a function of time or events

Ÿ Identify problematic execution (slow, fast, excessive, short, etc.)

Ÿ Update and present status of resources on all projects on daily basis

Ÿ Provide input for project status presentations

Ÿ Other team activities as needed

Ÿ Provide inputs for future budget actions (PPBE).

 

EDUCATION:

 

Undergraduate degree from an accredited institution is strongly preferred, but not required if the incumbent possesses relevant work experience, previous experience working in a government or military environment and/or professional training.

 

SKILLS REQUIRED:

 

Ÿ Demonstrated expertise with Microsoft Project 2000 or later

Ÿ Excellent written and oral communication skills

Ÿ Demonstrated ability to present material to senior level client managers

Ÿ Proficient in the use of Microsoft Office applications

Ÿ Demonstrated expertise with the PPBE process/timeline.

 

POSITION TYPE:

 

The incumbent will be hired on a temporary, contractual basis. After successfully completing a probationary period, an offer to be hired on a full time basis may be given, or the incumbent’s temporary contract may be extended.
