Deputy Director, Plans, Policy and Analysis

Plans, directs, controls and supervises the Plans, Policy and Analysis Branch of the Personal and Family Readiness Division. Directs MCCS Plans, Policy, and Analysis functions for diverse operations that receive frequent congressional and media attention such as:  Business Operations that include:  retail stores; military clothing sales and service stores; recreation business activities such as golf courses, bowling centers, marinas, etc.; direct and contracted food service operations; Marine Corps clubs, and temporary lodging facilities, Support Operations that include:  Human Resources and Training;  Non-Appropriated Fund Construction Program;  Information Technology;  Appropriated and Non-Appropriated Fund Resource Management; Legal;  Non-Appropriated Fund Procurement;  Support Warehouse and the Enterprise Architecture Branch; and Program Operations that include:  Semper Fit; Family Readiness; Marine and Family Services; Casualty Affairs; Combat and Operational Stress Control and Tricare Liaison. 

 

As the principal coordinator of organization wide planning, delivers a comprehensive MR program that exceeds customer expectations, geographic boundaries and patron groups. Interprets and applies legislative, regulatory and policy guidance in appropriation bills to Marine Corps plans and policies.  Develops plans for campaigns to include:  feature articles for magazines and trade papers, radio and television.  Responds to organizational information requests from congressional staffers, the news media and specialized and general publics regarding MR programs.  Analyzes the political environment by monitoring congressional testimony and actions.  Prepares congressional testimony, supporting documentation, and responses to questions. 

 

Directs the establishment and integration of the Division’s strategic plan, and operational controls across functional lines.  Integrates and links with other USMC Headquarters Divisions, Department of the Navy, other elements of the Department of Defense and the private sector to coordinate work efforts and promote the Marine Corps position.  Maintains personal contacts with high ranking officials in the Marine Corps, DoN, DoD, OSD and top congressional staff officials, principal assistants to senators/representatives, and/or executives of comparable private sector organizations.  Attends  meetings, conferences, briefings, speeches, and hearings.  Oversees budgeting and allocation for Appropriated and Nonappropriated Fund resources based on validated, prioritized and integrated requirements, and monitors program execution.  Provides overall Marine Corps Plans, Policy and  Analysis oversight for MR and MCCS operations.

 

Serves as the Appropriated Fund Program Sponsor for MCCS programs.  In this capacity, develops plans,  requirements and strategies for the representation and defense of MR/MCCS priorities during Program Objective Memorandum and Presidential Review funding cycles. 

 

Serves as the advisor to executive level management both internal and external to the Marine Corps on MR/MCCS policies.  Integrates organizational policies and ensures consistent, balanced oversight of MR and MCCS programs/functions.  Represents the Marine Corps at senior level internal and external policy preparation and/or review meetings.

 

Assesses the impact and future effects of proposed legislative and regulatory changes on MR and MCCS Operations. Coordinates development of data, provision of expertise and insight, development of legal opinions and preparation of position papers or legislative proposals to develop and support Marine Corps goals and objectives for the Personal and Family Readiness Division (MR).Conducts national level program and customer research on selected MR and MCCS programs.  Conducts Quality of Life (QOL) studies  on a triennial basis which supports the planning efforts of all QOL components include MCCS, Housing, Health Care, Compensation, etc.

 

Serves as advisor to internal and external executive level management on evaluation of the functional effectiveness, productivity and efficiency (on a qualitative or quantitative basis) of MR and MCCS operations.  Conducts functionality assessments, makes recommendations on corrective actions and conducts follow up inspections.  Plans, develops and conducts analyses for current and projected programs to achieve goals and objectives.  Collects, verifies and adjusts data from diverse sources and performs qualitative analysis manually, and through automated systems. Develops comprehensive assessment and evaluation criteria to systematically measure the effectiveness, efficiency and productivity of programs.  Evaluates quantitative results and consults with subject matter experts to identify significant factors, relationships and trends to produce accurate and meaningful data.  Applies standard and customized computer techniques to data collection methods.  Reviews, researches and benchmarks emerging trends in related industries and analyzes actual or potential impacts on Marine Corps MCCS operations.

 

Evaluates overall program administration, personnel management, services, technological development and support, improvements, and allocation of resources to ensure effective and efficient operations that meet the needs of a variety of audiences.  Oversees and conducts procedural inspections and reviews of overall MCCS functions for compliance with MCCS policies and regulations.  Reports discrepancies or noncompliance.  Conducts and organizes portions of analytical studies and economic analyses of the functional effectiveness of overall systems.  Prepares supporting documentation for presentations and proposals. May develop program surveys, audits, and special projects.  Conducts presentations using a variety of techniques and methods.  Recommends programmatic plans, alternative courses of action, policies, and future strategies to support MCCS goals and objectives.

 

Serves as subject matter expert and direct advisor on analysis and evaluation of functions to Marine Corps senior leaders.  Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies.  Pursues action to ensure follow through on maximizing productivity and economies.  Develops short and long-range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated.

 

Represents the Marine Corps at internal and external executive level meetings or forums on issues involving MR/MCCS program and functions.  Formulates Marine Corps Service positions and strategies for the defense and representation of Division/Marine Corps interests or equities.  Administers the MCCS Board of Directors and subordinate Committees including Budget and Oversight, Construction, and Family Readiness.  Develops agendas and prepares briefing strategies for Board and Committee action. 

 

Directly supervises two NF-5 Nonappropriated Fund Branch Heads, one NF-5 Nonappropriated Fund Legislative Specialist, and one YA-3 Appropriated Fund Branch Head in the Policy and Public Affairs Branch, and indirectly supervises additional members of the Plans, Policy and Analysis Directorate including the Programs Assessment Branch (MRN) consisting of two NF-4 Nonappropriated Fund (NAF) employees; Future Operations Branch (MRW) consisting of three NF-4 NAF employees and one YA-2 Appropriated Fund employee,  the Policy and Public Affairs Branch (MRQ) consisting of one NF-4 NAF employee and one YA-2 Appropriated Fund employee.

 

Counsels and trains employees, schedules and directs work, and appraises work performance.  Approves or disapproves leave, and personnel actions.  Must be alert to substance abuse and take appropriate action as necessary.  Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs.  Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.



QUALIFICATIONS REQUIREMENTS:

Five years of experience at the Headquarters (Policy) level that demonstrates: knowledge of management principles in planning, coordinating, and attaining

goals, and financial objectives for a large customer-oriented organization.  Skill to manage substantial plans, policy and analysis programming for a large organization with: varied rules and practices; dispersion of activities; in a competitive environment, and consisting of several functional areas.  Skills to apply theories, integrate new developments, and deal effectively with problems not susceptible to treatment by accepted methods.  Expert knowledge of developing comprehensive assessment and evaluation criteria to systematically measure the effectiveness, efficiency and productivity of programs, and evaluating quantitative results to identify significant factors, relationships and trends to produce accurate and meaningful data.  Knowledge of benchmarking emerging trends in related industries and analyzing actual or potential impacts on the MR Division and Marine Corps MCCS operations.

 

Excellent oral and written communication skills.  Ability to deal with individuals at various levels such as with representatives in Congress, Department of Defense, and other comparable entities.  Knowledge of military command structure, missions, programs, and organizational relationships.  Comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and processes.  Knowledge of acquisition and management processes.  Knowledge of military principles governing MCCS operations a plus.
