GENERAL DEFINITION: The Director of Information Technology is expected to successfully supervise the overall operations of the CORE Information Technology Office. Work involves the direction and operation of information systems, preparing the Information Technology budget, coordinating acquisition of information system resources, assessing hardware and software products, negotiating and managing vendor contracts and the recruitment, development and utilization of management and support staff to maintain operational efficiency.  Assignments are performed in accordance with general work instructions and established principles and procedures.

 CORE is comprised of the bipartisan support staff of the House of Representatives, for example: Chief Clerk’s Office, Comptroller’s Office,  Benefits, Archives, Purchasing, Post Office, Mailroom, Nurses Office, Legislative Services, Security, Custodians.  The IT Department supports approximately 200 users.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  Develop and ensure overall IT vision and strategies, ensure that they are fully aligned with the objectives of CORE.

 Establish and maintain effective, written IT policies and procedures that are allied with the goals of CORE.

 Ensure the implementation, monitoring and enforcement of network security.

 Ensure data protection and integrity.

 With the approval of the Chief Clerk, responsibly and realistically establish and manage the CORE technology budget, direct and administer fiscal resources to provide the organization with responsive systems consistent with CORE objectives, funding levels, cost/benefit analysis, and return-on investment.

 Direct the preparation of specifications for the purchase of hardware, software, and services, negotiate and oversee the work of contractors to ensure contract compliance.

 Responsibly manage CORE IT assets.

 Oversee IT staff which provides technical support, i.e. Help Desk functions and hardware/software support for CORE employees, network administration, infrastructure security and application programming.

 Approve changes and modifications to the information systems and communications infrastructure based on ITIL standards.

 Administer surveys and consult with users to discuss software/hardware needs to determine information systems priorities and requirements and develop data processing objectives to meet specific user needs.

 Direct research to identify operational requirements related to data communications, hardware and software needs, site and systems security and disaster recovery procedures.

 Implement effective change which directly contributes to reduced costs, enhanced efficiency and other improvements CORE-wide.

 Direct the day-to-day management of the IT environment to ensure that the needs, or anticipated needs of CORE staff are fully met or exceeded.

 Investigate problems within the operating system, determine scope, develop solutions.

 Promote, facilitate and manage an effective and efficient IT team.

 Plan, organize and determine work priorities, set goals, evaluate employee work performance and administer appropriate discipline for subordinate staff when necessary.

 Remain current on developments and products in the information systems marketplace and the capabilities of current resources, including hardware/software and staff to identify potential benefits to CORE efficiency.

 

Perform any other work-related duties as assigned.

 REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of current developments in systems analysis and application development, management information systems, data base management, network administration, inter/intranet technologies, and technical support and operational activities.

 Knowledge of management principles and practices including organizational structures, staffing patterns and administrative control required to plan, evaluate, and implement short and long range information systems strategies and goals.

 Ability to analyze operations, plan and organize work requirements.

 Ability to establish and maintain effective working relationships with staff and vendors.

 Knowledge of budgeting and other financial management principles and practices, including methods of information collection and internal controls required for efficient, effective and secure spending of public monies.

 Knowledge of management principles associated with purchasing of supplies and equipment and inventory and asset management of same.

 Knowledge of the principles and basic methods associated with human resources management, including knowledge of effective supervisory methods and practices and general knowledge of pertinent laws and practices related to fairness and safety in the workplace.

 Knowledge of the principles and basic methods associated with management of electronic and voice communications and maintenance and retention of related data files and records.

 Proven excellent written and oral communication skills.

 EDUCATION AND EXPERIENCE:  Bachelor’s degree in Information Technologies or related field or ten years of progressively responsible related experience.

 Five years in a managerial or supervisory capacity.

 Or any combination of acceptable experience and training
