Job Description
The Director for Project Procurement manages all aspects of project procurement including project hired procurement support.
Responsibilities
• Manage a team of procurement professionals, including but not limited to, recruitment and hiring, balancing workload, supervising performance, performing appraisals, and handling promotions.
• Create and reinforce RTI procurement policies and procedures to minimize risk to the Institute.
• Develop effective sourcing strategies that enhance RTI’s financial posture and promote competitive bidding and source selection activities in accordance with federal procurement regulations to ensure the selection of “Best Value” suppliers.
• Ensure procurement staffing needs are properly addressed during the proposals phase so that RTI is capable of meeting project procurement needs
• Adapt procurement team to unique project procurement needs in a timely manner in accordance with project schedule requirements.
• Coordinate requests for proposals, evaluation selection criteria, terms and conditions, client flow-down requirements, price analysis memorandums, source selection decision documents.
• Evaluate vendor performance, resolve disputes, and maintain awareness of international market conditions.
• Prepare templates for various contracting arrangements supporting federal, commercial and international clients supporting contract types including fixed price agreements, time and materials agreements, cost reimbursement agreements, and cost plus fixed fee agreements..
Qualifications
• Extensive knowledge of critical legal and business aspects of procurement management in both government and commercial areas, with particular emphasis on coordination of FAR, AIDAR, OMB, and CFR requirements.
• Solid track record of motivating and managing international procurement personnel in a highly dynamic and changing workload environment.
• Ability to work closely and flexibly with internal customers of contracts and program management staff and to design and manage processes so as to minimize delays and meet legitimate business needs.
• Initiative, creativity, flexibility and tenacity to originate, articulate and adapt international procurement management policies to serve evolving project staff priorities.
• Strong background, understanding and experience related to procurement, including expertise related to import and export control, Foreign Corrupt Practices Act, Source and Origin requirements, and other statutory/regulatory requirements.
• Excellent written and verbal communications skills and ability to present procurement issues and matters to subordinates and superiors.
• Solid judgment and diplomatic skills and proven ability to prioritize and follow-through assignments to completion with minimal oversight.
• Considerable knowledge of diverse forms of contracting and procurement to perform complex and unusual assignments.
• Travel both domestically and internationally is required in order to support a growing global procurement operation.
• Master’s degree in Business Administration, Finance, Accounting, or a related field, plus 16 years of federal procurement experience with at least 5 years experience managing an international procurement organization. JD, CPA, or CPM is a plus.
