SUMMARY
The Director of Finance manages and provides sound general direction over financial, accounting, auditing and payroll functions.
ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned.
Develop, implement and maintain sound financial, accounting and auditing practices, policies and procedures.
Oversee the Accounting Function
Oversee the Finance Manager and Financial Analyst to ensure that financial information produced the department is accurate, timely, and supports management functions.Ensure that the finance staff is responsive to external and internal customers.Ensure that the Finance Department is in compliance with regulatory requirements.
Establish systems for financial controls and use the system to create reports that allow financial planning for the organization and grantees.
· Implement and manage an accounting system that tracks expenses and budget variances
· Monitor the management of departmental program budgets
· Prepare budgets, forecasts, variance reports and monthly financial statements
· Customize financial statements to generate required information
Perform strategic planning and budgeting.
· Assist in the development of the organization’s strategic plans.
· Coordinate with department directors to prepare the annual operating budget.
· Develop long-range forecasts and maintain long-range financial plans.
· Design and oversee implementation of systems and procedures, anticipating and addressing the organization’s needs.
Perform treasury functions.
· Monitor cash flow and working capital needs.
· Manage investment of available funds to maximize net returns within the provisions of the established investment policies in coordination with the Executive Director and the Los Angeles County Treasurer’s Office.
Perform risk management:
· Evaluate risks facing the organization to ensure that property and activities are adequately insured.
· Reviews company insurance coverage and policies. Presents insurance coverage and broker recommendations to the Executive Director.
· Serve as the primary liaison with insurance brokers, coordinate information, handle annual renewals and negotiate rate and terms.
Participates in Commission meetings and related committee meetings.
Presents monthly financial data and audit information to the Executive Director and the Board of Commissioners.
Responsible for assuring all required reports for county and state regulatory organizations for remitted in a timely manner.
SUPERVISORY RESPONSIBILITIES
Manages three (3) subordinate supervisors who supervise a total of four (4) employees in the Finance Department, as well as the Finance Department’s Administrative Assistant. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION
Master’s Degree (M.A.) or equivalent from an accredited college or university in Finance, Business Administration or related field.
EXPERIENCE
A minimum of ten (10) years of experience in a senior management level position.
LANGUAGE SKILLS
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or Commissioners.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, rations, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deals with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of MS Outlook Contact Management systems; Internet Explorer Internet software, MS Word Processing software, MS Excel database software, and MS PowerPoint presentation software. Experience with Blackbaud or other accounting systems is highly desirable.
CERTIFICATES, LICENSES & REGISTRATIONS
Licensure as a Certified Public Accountant required.
Certification as a Government Financial Officer desirable.
