Doctrine Analyst
Battelle is a world leader in science and technology research. Battelle's Scientific and Technical Support Product Line (STS) as part of its National Security Global Business provides technical and analytical support to the Department of Defense and other government agencies. STS is seeking a Project Officer to support a Marine Corps client in the development, revision, and maintenance of Marine Corps doctrine and tactics, techniques, and procedures (TTP). This is a salaried, full-time position with compensation based on qualifications and experience. Occasional local travel within the Washington, DC/Quantico, VA area and occasional domestic or OCONUS travel may be required. A full benefits package will be provided. Primary job responsibilities include: - Assist Government Project Officer/Program Manager with planning, implementing, executing, and supervising project/program tasks and objectives. - Developing, revising, critically reviewing, vetting, publishing, and disseminating Marine Corps Doctrinal, Warfighting, Reference and Interim Publications. - Assist in coordinating and tracking doctrinal publication actions with proponents, custodians, action officers, subject matters experts, and other stakeholders. - Assist in producing publication development orders and publication review orders including plans of action and milestones (POA&M) for doctrinal publications entering development or review. - Assist in adjudicating comments and recommendations from multiple contributors to publication development and review. - Assist in ensuring the accuracy of final written publications and the consistency with objectives of related doctrinal manuals. - Assist in assessing doctrinal impact for Solution Planning Directives and for integration of policy, concepts, experimentation, and emerging capabilities within the Expeditionary Force Development Process using the pillars of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF). - Assist in providing technical doctrinal development expertise to other elements of Headquarters Marine Corps, other Services and the joint staff in the development of Marine Corps, naval, joint, multi-Service and multinational doctrine. Candidate resumes must demonstrate the following minimum requirements in order to be forwarded for consideration: - Expert knowledge of United States Marine Corps concepts of employment. - Proven leadership experience with Marine Corps Service headquarters-level experience. - Excellent analytical, written, and oral skills. - Demonstrated proficiency with computer skills. - Three years of experience directly related to the position description. - Bachelor's Degree. Desired qualifications include: - Master's Degree. - Completion of service Command & Staff and War Colleges.
