Emergency Management Coordinator/CBRNE Support
Statement of Work (SOW) for
Navy Region Midwest, sub-region Mid-South,
Regional CBRNE/EM Coordinator Support
Navy Region Midwest CBRNE/EM Coordinator.
Provide a CBRNE/EM subject-matter expert (SME) to work in Navy Region Midwest, sub-region Mid-South, on site with the client in Millington, TN supporting regional EM/CBRNE preparedness, training and response, and to provide expert knowledge of EM/CBRNE material, equipment, and response readiness requirements. Navy Regional CBRNE/EM Coordinators will provide Navy Regional Commanders with subject matter and technical expertise to establish, implement, and sustain a comprehensive EM program capable of effective all-hazards preparedness, mitigation, response, and recovery in order to save lives, protect property, and sustain mission readiness as required by CNIC Instruction 3440.17.
CBRNE/EM Coordinator Tasks:
1. Support the Navy regional staff with the technical management and execution of any aspect of regional and/or installation Emergency Management (EM) and Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive (CBRNE) programs, plans and policies.
2. Assess the Region’s current EM program capabilities, identify deficiencies and capability gaps, and provide a summary assessment report on necessary enhancements.
3. Develop a Regional EM Implementation Plan and plan of action and milestones (POA&M) for the implementation and transition of the Navy Installation EM Program, as well as develop a POA&M and initiate actions for implementation of the National Incident Management System (NIMS) including the integration with the National Response Plan (NRP).
4. Assist the Navy staff with the establishment of an EM Working Group, conduct hazard assessments, develop a Regional EM Plan, support the development of standard operating procedures and a CONOPS to implement the Regional EM Plan and establish an EM Team.
5. Provide assistance for implementing EM training and develop exercise guidelines, scenarios, and criteria for the conduct and evaluation of exercises.
6. Conduct a comprehensive inventory of all Regional EM Program equipment, and provide guidance to ensure equipment is ready-to-use and properly maintained.
7. Assist the Navy regions with the management of EM and CBRNE related programs executed by the Joint Program Executive Office for Chemical, Biological Defense, and other DoD offices. Provide technical and programmatic support, analysis, liaison, and support to related acquisition and logistic programs.
8. Identify, reconcile, and coordinate improvements in Regional and installation EM readiness; provide representation during assessments, inspections, assist visits, exercises, working groups, and conferences.
9. Provide input to and evaluate Regional EM plans for contingency operations, addressing threat assessment, organization, command and control, force flow, material requirements, and joint force synchronization.
10. Develop Regional emergency preparedness interoperability plans in conjunction with local first responders and in concert with the precepts of the National Incident Management System (NIMS).
Security Clearance. The CBRNE/EM Coordinator will be required to maintain a DoD Secret security clearance.
Place. Work will be performed on base with the Navy client in Millington, TN or another Navy facility within the region.
Travel. Travel to various Navy and Marine Corps installations within the region and occasionally, to the Washington, DC area to attend meetings and conferences is anticipated.
Government Furnished Material and Support:
The Government will provide access to uniquely available equipment and information required to accomplish task objectives, including a dedicated computer on the NMCI or One Net intranet. The Government will provide required DoD/Navy credentials CBRNE/EM coordinators to include CAC/ identification cards, proximity cards, etc. The Government will provide the physical workspace for Navy Regional CBRN/EM Coordinators.
Contractor Furnished Material and Support:
The contractor will provide personnel with the requisite experience and expertise to staff the position, who have been screened and determined to possess the ability to work in an independent assignment and fully perform the tasks outlined in this statement of work.
Reporting Requirements:
Monthly Status Reports. The monthly status report (electronic) which includes task expenditures versus planned expenditures, technical progress made, schedule status, travel conducted, meetings attended, Halfaker and Associates, LLC approved equipment/materials procured and accessed, issues and recommendations will be e-mailed to the designated Halfaker and Associates, LLC manager.
