Environmental Programs Manager
The City of Somerville is seeking an Environmental Programs Manager who will advise the Mayor on all City environmental policy, and coordinate and monitor all citywide environmental initiatives as part of his or her oversight of the Office of Sustainability and Environment. The Manager will work with City departments and state, federal, and local agencies to develop and implement programs that address the environmental impact of both internal City government operations and residential service delivery. The Office has under its purview waste management policy, energy management, clean water and air programs, environmental compliance and enforcement, and active living/open space initiatives. As this Office’s director, the Programs Manager supervises departmental and other staff on the following efforts:
Develop, coordinate, and implement environmental policies, procedures, and programs for the City.
Represent and support the City’s environmental objectives before federal, state, and local agencies, community-based organizations and the media.
Conduct outreach and education to encourage community and employee participation in various environment-related City initiatives.
Drive progress on completion of projects spanning multiple City departments and involving external parties.
Oversee development and implementation of progressive solid waste and recycling programs within the workplace and the greater community.
Oversee the implementation of a citywide strategy for energy conservation by the City, including both a program of behavioral change and the design and installation of energy efficient modifications to mechanical and electrical systems in municipal buildings. Track energy consumption at City facilities to monitor performance. Additionally, work with Purchasing staff to ensure the City’s energy procurement strategy is most competitive.
Minimum Qualifications:
Possession of a bachelor’s degree from an accredited college or university with a major in engineering, business, public policy, or any related field. Masters degree in engineering, public policy/administration, or business preferred.
The equivalent of four years of increasingly responsible experience that includes environmental policy development and/or work within a specific subcategory of environmental program management, such as energy project management, engineering, water and wastewater, or waste management systems. Familiarity or experience with renewable energy systems, including PV and solar thermal, is desirable.
At least five years of project management or supervisory experience.
Knowledge of federal, state, and local environmental standards. Clear examples of leadership experience requiring coordination and direction of parties with diverse interests.
Knowledge of principles and practices of environmental science, research techniques, and field monitoring protocols.
Experience with principles and practices of energy efficiency and conservation, including project analysis, cost estimation, and scheduling.
Technical expertise in research methods necessary to generate data for decision-making.
Experience with public outreach, education, policy development and policy advocacy.
At least some familiarity with engineering calculations, drawings, and specifications; implementation of energy conservation measures; interpretation and application of laws, regulations and codes; and promotion and enforcement of safe work practices.
Salary Range: $60,000 per year - $80,000 per year. Depending upon experience.
