GENERAL INFORMATION
The Oregon Department of Environmental Quality’s Business Systems Development (BSD) section, is seeking an Information Systems Specialist to enhance and support the State of Oregon’s node on the National Environmental Exchange Network. This is a limited duration position extending through June 30, 2009. This position is located in Portland, Oregon.
DEQ regulates air, water, and land pollution. The agency is authorized by the Environmental Protection Agency to operate federal environmental programs in the state, including the federal Clean Air, Clean Water, and Resource Conservation and Recovery Acts. DEQ also carries out state programs, including recycling, groundwater protection, air toxics and environmental cleanup activities. With more than 700 employees, DEQ operates a headquarters office, three regional administrative offices, nine field offices, six vehicle inspection stations, and a laboratory.

MINIMUM QUALIFICATIONS
Your PD100 application form will be reviewed to verify that you meet the following qualifications:
Three years of professional consultative, technical, or administrative experience which includes designing, constructing, or analyzing information systems; designing or developing data extraction or mapping queries.
AND (a) OR (b) below (a) at least 30 quarter (20 semester) credits in computer science; (b) two more years of experience providing a knowledge base in information systems theory and principles.
NOTE: 15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.
DUTIES AND RESPONSIBILITIES include but are not limited to:
Supports connectivity with the national XML Templates registry. Assists in interpreting the requirements of national templates. Evaluates data standards and network documents to determine the best implementation of specific network services. Analyzes data access performance and provides recommendations. Monitors progress on network implementation nationally. Deploys and masters appropriate service side software and developer tools. Supports SOAP-based query processing. Supports an SSL-based security mechanism consistent with national network requirements. Supports Oregon’s input to standards and template development process.
WORKING CONDITIONS
Work will be performed primarily in an office setting, with limited in-state travel required for on-site support and meetings with field office users. Occasional out-of-state travel may be required for training and participation in projects on a national level.
