FOIA Analyst
Provide technical and implementation support to produce draft cases for the Freedom of Information Act/Privacy Act (FOIA/PA) Section. This contract supports government clients in its FOIA (5 USC § 552) and PA (5 USC § 552a) requests processing, document search, document review, agency coordination, draft correspondence preparation, and document/information release recommendations.
Coordination internally for review and assistance, (for FOIA analysts, to include assistance with the search for responsive documents) and mail delivery of cases to and from component offices. Identification of classified National Security Information, Restricted or Formerly Restricted Data, and militarily critical technology. Identification and handling of NATO classified and unclassified information. Telephonic or electronic mail coordination (internal and external). Identification of information exempted from release IAW the FOIA (5 USC § 552 and 5 USC § 552a) and application of the appropriate exemptions. Recognition of classified information in accordance with applicable Executive Orders. Follow-up of agency coordination to determine review status. Redaction of exempt information. Reproduction of documents required for case records. Registration of case work, to include Classified Document Registries and other office administrative functions, as directed. Maintenance of database/records management for each case using the standard records management and case processing system. Preparation of internal and external correspondence for signature for all requests. Scanning, archival and retrieval of case files, using the IDU FOIA database, as needed. For FOIA appeals, reviewing individual components’ release decisions and making recommendations to the appellate authority.
High School Graduate; minimum 2 years experience as a criminal investigator, paralegal, researcher or information management professional. Knowledge of Freedom of Information Act 1966 (5 U.S.C. 552), Privacy Act (5 U.S.C. 552a), EO 12958, as amended, EO 13292, Openness in the Government, 6 CFR, Part VIII, Chapter 1 and Part 5, Freedom of Information Act Exemptions, 6 CFR Part 7, FOIA: 1974 Amendments' Major Features, 1986 Freedom of Information Reform Act, 1996 Electronic Freedom of Information Act is a plus. Professional attire required. Must be a U.S. citizen and able to obtain and maintain a security clearance to be qualified for the position.
