Facilities Security Officer
The Facilities Security Officer (FSO) is responsible for ensuring that the company is in compliance with the security requirements of each contract and Federal Office of Personnel Management (OPM) requirements.
The FSO manages the security process and is responsible for the following:
Establish and maintain effective relationships with “customers,” including Government security personnel, employees, consultants, subcontractor security personnel, and program/project managers.
Ensure that all communications with customers are documented, complete, accurate, and customer-service oriented.
Document and update the various processes/procedures for each security process (DoD and each contract) and maintain current templates for the security paperwork.
Coordinate with HR, Contracts, and Finance to maintain a consistent up-to-date list of contracts and personnel.
Ensure that all employees/consultants and, as appropriate, subcontractor security personnel, are provided with the applicable security paperwork within 24 hours of acceptance of an offer or notification of an added subcontractor personnel [Note: HR will provide the FSO with information on new PMC employees (labor category, start date, contract, client organization) and the PMs will provide the FSO with information on new consultants/subcontractor personnel: labor category, start date, contract, client organization.]
Explain the applicable process(es) and inform employees/consultants and subcontractor security personnel of their responsibilities for completing paperwork, including applicable deadlines.
Prepare PDDs (for ICE task orders) and provide to PMs to sign and obtain client signatures and return to the FSO by specified date.
Monitor deadlines/due dates and contact PMs, employees, consultants, and subcontractor security personnel, as appropriate, when paperwork is not received in a timely manner; if deadlines lapse, escalate the issue in accordance with established procedures for each contract/clearance type.
Review security paperwork for completeness and correctness.
Submit security paperwork to the Government within 24 hours of receipt and review.
Track all milestones throughout the security clearance life cycle on a real-time basis and communicate status and identify issues throughout the security clearance process to program/project managers, employees/consultants and subcontractor security personnel as appropriate.
o Maintain a daily log of all key milestones with dates—ensure that the log is maintained in real time (i.e., updated as each transaction occurs).
o Establish and maintain a weekly executive level roll up that identifies for submission to the HR Director and PMs identifying key milestones including security packages received, submitted, and adjudicated during the week with a list of individuals pending clearances.
o Respond to security inquiries from employees, PMs, consultants, subcontractors, or consultants within the same business day.
Query the Government regarding status at appropriate intervals in accordance with established procedures for each contract/type of clearance (e.g., 30 days after submission for ICE).
Notify PMs, employees/consultants and subcontractor security personnel within the same business day when entry on duty (EOD) or clearances are adjudicated.
Communicate status and identify issues throughout the security clearance process to PMs, employees/consultants and subcontractor security personnel.
Monitor and ensure periodic reinvestigations are initiated in a timely fashion to ensure clearances are maintained as active and current.
Maintain security files in accordance DSS and OPM requirements.
Prepare for and participate in security audits.
Prepare and present security briefings to employees and consultants.
Maintain awareness of necessary security training and attend training.
Bachelor’s degree in Human Resources or related field
Minimum of 3 years experience working with HR and prefer DoD/DHS security experience
Must be proficient in MS Office applications – Word, Excel and PowerPoint, ADP and Deltek a plus
Excellent attention to detail and organizational skills
Excellent communications skills and strong interpersonal skills
Ability to handle confidential information
