The Facility Security Officer / Manager is responsible for developing, implementing, and communicating security policy, procedures, and practices designed to protect classified and proprietary information, property, employees, and visitors at Cincinnati, Ohio site and other M&PS locations as required. Manages Government security programs, plant security, and investigations. PRINCIPLE RESPONSIBILITIES: PROTECTION OF PHYSICAL ASSETS & PERSONNEL 1. Manage the activities of a security workforce in an efficient and cost effective manner. 2. Design security systems which minimize labor costs, and maximize the departments ability to observe, detect, monitor, and correct security breaches. These systems include, but are not limited to closed circuit television, video management, access controls, and alarming devices 3. Design and implement a physical barrier program to deter and detect unauthorized access. 4. Respond immediately to threats involving BAE Systems property or personnel. 5. Train the workforce to respond to threats in the workplace, such as workplace violence, suspicious packages, and response to criminal activity. 6. Control access at unmanned entries by use of electronic card access systems and CCTV systems and monitor all entries for breaches. 7. Monitor facilities for intrusion, fire, and life-safety alarms and conditions. 8. Develop and provide the design, planning, and specifications, and assist in the implementation of security automation and system integration for other M&PS locations as directed. 9. Manage badging program for Cincinnati site, and assist other sites as necessary. 10. Maintain liaison with law enforcement community. 11. Conduct investigations of security violations and ethics issues. 12. Perform budgetary and staffing plans and adjustments for Security Department and Special Programs Department. 13. Make continuous threat assessments and provide current guidance to departments with international programs and travel. OPERATE AN EFFECTIVE GOVERNMENT SECURITY PROGRAM 1. Receive, store, distribute, and reproduce classified information in accordance with US Government standards. . 2. Process Security Clearance requests, changes and terminations to DISCO. 3. Pass all government audits and inspections 4. Maintain all personal clearance files in accordance with the NISPOM. 5. Conduct Self-Inspections to assure full compliance with the National Industrial Security Program Operating Manual (NISPOM). 6. Conduct briefings, annual training, and debriefings to cleared personnel. 7. Hold the position of Facility Security Officer (FSO) as required by the NISPOM. 8. Assure security coverage for any Special Access Programs (SAPs). 9. Maintain security operations for Special Access Programs (SAP) and hosting of IPR meetings with Government customers. 10. Administer all classified AIS programs in accordance with Chapter 8 of the National Industrial Security Program Operating Manual. PROTECT COMPANY PROPRIETARY INFORMATION 1. Be fully knowledgeable of the ITAR and company information protection requirements, and implement the proper procedures for prevention of loss of company or Government information 2. Implement and maintain a visitor control program which clearly protects sensitive areas and elements of intellectual property from unauthorized disclosure. 3. Advise escorts and marketing personnel on proper information control procedures MINIMUM EDUCATION AND EXPERIENCE REQUIRED: Minimum five years in Industrial Security and appropriate training in DOD procedures. Minimum five years of supervisory experience. Certified Protection Professional (CPP) desired. BS or BA Degree highly desired BASIC SKILL AND ABILITY REQUIREMENTS: 1. Industrial Security Requirements, laws, and expectations 2. Proper utilization of security officers 3. DOD regulations, security automation, intermediate to advanced computer related skills 4. A high level of analytical ability and significant innovation are required in order to determine the most appropriate method of responding to unplanned events, such as how to accommodate the special storage requirements of classified hardware that is unexpectedly received 5. Must possess a thorough knowledge of security systems such as card access, alarm monitoring, and CCTV systems 6. Proficiency in Microsoft Office application, required. 7.
