HR Specialist - Policy & Labor Relations

The Community:
Lakeland is a thriving, progressive city with a population of over 93,000. Lakeland is ideally located in Central Florida with close proximity to Tampa and Orlando. Its central location provides easy access to large metropolitan areas, beaches and top name attractions.

The Organization:
The City of Lakeland is a full service City and owns and operates an electric utility in addition to water, sewer and solid waste operations. The City currently has over 2000 employees. The newly consolidated Human Resources Department has 27 full-time positions in four functional areas : Staffing and Compensation, Workforce Planning and Retention, Policy and Union Relations and Support Services. Three employee groups (Fire, Police and Electric) have union representation.

The Position:
The HR Specialist - Policy and Labor Relations is a professional position responsible for:

Counseling employees on policy, personnel and union issues.

Performing research and conducts analysis in preparation for collective bargaining and interprets data for effective use in and during negotiations.

Performing statistical analysis in order to formulate recommendations regarding wages and benefits for unionized employees.

Developing and conducting HR and related training programs as required.

Evaluating human relations and work related problems among employees and meeting with supervisors and managers to discuss possible effective remedies.

Ensuring departmental compliance with mandatory training and policies.

Assisting in the processing of employee grievances and disciplinary actions, including investigations, complaint analysis, arbitration and mediation.

May assist in the collective bargaining process, including conducting supervisory and management training relative to collective bargaining agreements.

Assisting in the preparation of developing and editing of HR policies and various in-house employee communications.

Supervising, planning and coordinating work assignments of direct report employees in the absence of the Policy and Union Relations Manager.

Serving as the Citys liaison in negotiations, arbitration and mediation with various employee Unions.

Providing assistance in developing, administering the Affirmative Action Plan and all compliance programs and reports.

Administering the Unemployment Compensation (AWI), Tuition Reimbursement and the Sick Leave Pool.

Qualifications:
Graduation from an accredited four (4) year college or university with major course work in personnel administration or business administration. Five (5) years of progressively responsible experience in human resource work including employee and labor relations. Completion of City University level (1) or completion within twelve (12) months.
