Health Facility Project Officer
Position functions as the U.S. Army Health Facility Planning Agency's and U.S. Army Health Facility Project Office (HFPO) - Ft Detrick primary onsite representative, providing constuction management oversight and technical support, for the Defense Medical Logistics Facility and Steam Sterilization Plant Medical Construction (MILCON) projects for Ft. Detrick, MD. Acts as the User Rep, and coordinates project actions and resolves issues with the local medical community, HFPA, MEDCOM, US Army Corps of Engineers (USACE), installation staff, architects, and contractors. Provide technical and medical cunstructability support and informations ensuring the projects meet the required standards. Coordinates Engineer Change Protocols (ECP's) and other actions impacting the construction/completion of the project. Manages the project's initil outfitting (IO) and transition budgets/ Provides consulting services in transition planning and execution; equipment planning, procurement, installation, and other fuctions required to provision and transition operations into new facilities. Ensures all project actions and issues are documented, coordinated, tracked, and resolved. Provides managerial oversight of the project's budget, schedule, and operations. Provide updates to HFPA and MEDCOM as required or deemed necassary. Assist the project's office teams with other projects as needed.
Required Knowledge:
-Technical Knowledge and applicability of laws, regulations, policies, methods, and procedures affecting Army Health Facility Construction.
-Knowledge of general principals of architecture, engineering, design, construction, and project management; medical-functional and nedical building system components and their interrelationships; applicable governament, industry, and accredidation standards and criteria (including space planning, life safety, anti-terrorism, indoor air quality, patient privacy, sustainability, and others related to healthcare facilities); governent and Army policies and procedures, including contracting functions, quality assurance, and risk management; organizations related to health facility operations and contructions; computer programs and tools that speed and improve project execution; data/documentation use and management including drawings, specs, schedules, and estimates. Must have working knowledge of Word, Power Point, Access, Excel, and Outlook.
