GENERAL INFORMATION

The Oregon Department of Environmental Quality, Human Resources section is seeking a Human Resources Manager.  This full-time position is an excellent opportunity for a dynamic leader with managerial confidence and the skills to play a key role in positioning the agency strategically while finding creative methods of meeting DEQ’s human, cultural and diverse organizational needs.

 

This highly visible manager, with a fundamental knowledge of Human Resource concepts, establishes program goals and objectives; develops and implements management policies and strategies; serves as a consultant to administrators, managers, and supervisors; and participates in the human resources program planning and policy activities for the Department. 

 

The Human Resources Manager is responsible for ten full-time human resources employees who perform such human resource functions as: human resources consultation, recruitment and selection, labor relations, position allocation and management within the state of Oregon classification system; classification and compensation review and action; guidance on employee benefits and leaves; compliance with the Americans with Disabilities Act; and implementation of employee education, training, career development, succession planning, mentorship, affirmative action, and internships. 

 

DEQ regulates air, water, and land pollution. The agency is authorized by the Environmental Protection Agency to operate federal environmental programs in the state, including the federal Clean Air, Clean Water, and Resource Conservation and Recovery Acts.  DEQ also carries out state programs, including recycling, groundwater protection, air toxics and environmental cleanup activities.  With more than 725 employees, DEQ operates a headquarters office, three regional administrative offices, nine field offices, six vehicle inspection stations, and a laboratory.

 

MINIMUM QUALIFICATIONS

Your PD100 application form will be reviewed to verify that you meet the following qualifications.

 3 years of management experience with a public or private organization with at least two of those years in Human Resources Management

 

AND

 A bachelor’s degree in Human Resources, Business Administration, or a related field.

 The successful candidate will demonstrate: excellent interpersonal, problem solving and conflict resolution skills; independent judgment to assess situations; make appropriate decisions; and communicate solutions effectively while performing multiple and diversified tasks and working with conflicting priorities. 

 NOTE: Preference may be given to candidates with one year of State of Oregon human resources or other management experience.

As a Condition of Employment

All employees are required to maintain a drug/alcohol free workplace in accordance with the Drug Free Workplace Act of 1988 and Department Policy.

 

This position requires a one year trial service period.

 

DUTIES ANDRESPONSIBILITIES

As DEQ’s Human Resources Manager, you will be asked to do the following:

 

Supervision Plan, assign, and approve work, including the development implementation, and updating of position descriptions and work plans. Develop and deliver performance appraisals and implement work improvement plans, as necessary. Manage and direct HR recruitment activities with emphasis on developing diverse recruitment resources in accordance with agency’s Affirmative Action Plan. Monitor and motivate staff performance in meeting section, division, and Departmental goals and objectives.  Provide job-related training for staff to ensure they are prepared to perform assigned duties; provides opportunities for career development.

 

Section ManagementPlan, develop and implement human resources management policies, programs, processes, and systems. Ensure section’s compliance with collective bargaining agreement, Federal and State Labor laws and State Human Resources policies. Monitor and facilitate timely management of the position establishment, reclassification, and recruitment processes. Develop and administer Human Resources’ budget. Establish and/or directing establishment of the section’s operating policies and procedures.

 

Other DutiesRepresents the agency with other agencies, including the State of Oregon Executive Department, the Attorney General’s Office, the Employment Relations Board, and the Worker’s Compensation Board. Serves as the Appointing Authority for DEQ activities in the areas of employment, benefits, classification, compensation, layoff, discipline, and discharge.

WORKING CONDITIONS

As the Human Resources Manager, your work will be performed primarily in an office setting, with occasional travel throughout the state.  Mainly, this travel will be to DEQ regional and field offices.  You may also experience regular exposure to and interaction with upset or highly emotional people, including managers working under pressure.
