The Oregon Department of Administrative Services (DAS) has an exceptional opportunity for an experienced leader to serve as the Administrator of the Human Resource Services Division for the state of Oregon. The DAS mission is to “Lead the Pursuit of Excellence in State Government.”  This position is instrumental in this mission as the person selected for this position will oversee the state of Oregon’s human resource and labor relations programs for an employee workforce of over 40,000.  The Administrator is appointed by and shall serve at the pleasure of the Department of Administrative Services Director.  This is a full-time, executive service position located in Salem, Oregon.  If you are hired, you will become part of the State’s Executive Service team.

 

 

AGENCY OVERVIEW

 

The Department of Administrative Services (DAS) is the administrative arm of the Governor’s Office and provides support services to state agencies.  DAS works to effectively implement policy and financial decisions made by the Governor and the Oregon Legislature. This agency also sets and monitors high standards of accountability, ensuring that tax dollars are used productively. To fulfill its mission, DAS works to support state agencies by providing a strong and stable management infrastructure. As part of this effort, DAS partners with private enterprise, citizens, and other government entities in developing an efficient service delivery system.

 

The Human Resource Services Division (HRSD) is responsible for providing leadership, direction, and administration of statewide programs in classification and compensation, employee training and development, personnel records, and recruitment.  It provides statewide expertise in all areas of HRSD’s laws, rules, policies, and systems and their interrelationships and promotes consistency and uniformity in human resource practices for Oregon state management and unrepresented employees.  The Division is also responsible for statewide negotiations and contract administration with numerous labor unions, grievance arbitration, and labor management relations for all represented employees.

 

 

TO QUALIFY

·  Six years of public service executive leadership experience; In addition, your experience must include responsibility for each of the following:

a) Development and implementation of program rules and policies;

b) Development and implementation of long- and short-range goals and plans;

c) Program evaluation; and

d) Budget preparation.

 

Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.

SCOPE OF THE POSITION

 

The HRSD Administrator provides overall leadership and direction for the state of Oregon’s human resource and labor relations programs for an employee workforce of over 40,000.  The Administrator directs the development and administration of statewide programs, systems, rules, and policies governing the state’s human resource and labor relations practices.  This Administrator also directs the negotiation and maintenance of labor contracts that provide for a stable labor/management environment while considering the impact on budgetary funds and operational needs of state agencies, boards and commissions.  The major responsibilities include but are not limited to the following:

 

·  Works closely with the DAS Director and Governor’s Office to advise on and coordinate the Governor’s policy direction on human resource and labor relations goals, objectives and strategies.  Administers implementation of policy direction on human resources and labor relations.

 

·  Works with Division staff to establish long-range plans and goals that contribute to the aggressive recruitment of a high quality, diverse workforce; performance excellence; career development and mobility; and retention of state employees. 

 

·  Develops and maintains effective communication with operating agency directors and personnel offices, other DAS divisions, and the Governor’s Office.  Works to resolve conflicts between agencies regarding human resource administration and provides guidance to agencies on best practices and legal obligations and requirements.

 

·  Works closely with Department of Justice attorneys on employment liability issues and specific disciplinary actions, litigation and statute and policy interpretation.

 

·  Manages development of the Division biennial budget.  Presents budget request to the legislature.  Manages execution of the approved budget to ensure compliance with budgetary goals and maximize results and returns.

 

·  Administers the development and maintenance of a statewide classification and compensation system to insure consistency in state jobs and pay practices.

 

·  Directs the development of legislative concepts, draft legislation, and testimony.  Prepares and gives testimony.

 

 

WORKING CONDITIONS

 

There may be travel to all parts of the state, state lands and facilities.  Must possess a valid driver’s license and a good driving record or be able to provide an acceptable alternate method of transportation.  The person in this position works a professional workweek (8 a.m. to 5 p.m., Monday through Friday) and the incumbent's flexibility to this work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day, week to week and the work may often exceed 40 hours per week.  This position often works with controversial, sensitive and confidential issues. Often works under tight deadlines.  Long hours during other peak periods may be required. Work is generally performed in an office environment, in meetings and/or in front of a computer.
