Human Resource and Public Affairs Manager

Our client, a federal government contractor is seeking a Human Resources and Public Affairs Manager for their organization.  Ideal candidates should have experience with establishing and interpreting HR policy, developing and maintaining all HR policies, plans and procedures in accordance with Department of Energy contracts and union experience.

 

The person selected for this position will update the Compensation Increase Plan, administer the Performance Appraisal System, work with managers regarding annual compensation merit increases, adjustments, or promotions, establishes recruitment and hiring processes in accordance with contract and federal contractor guidelines, monitor the selection processes to ensure that contractual commitments are met and the selection processes are open and fair, administer employee concern program, ensuring that issues are resolved at the lowest possible level and that appropriate corrective actions are implemented.  Will also represent company in investigating and responding to EEOC, OFCCP, and IG complaints (when employee relations issues are involved), create annual AAP, Diversity Plan and Stakeholder Plans and reports as required by contract with DOE.

 

This position will oversee a staff of 5 including Labor Relations, Training Manager, the site HR Managers and the corporate HR/HRIS Administrative Assistant, lead the team to establish and maintain excellent employee relations with the union represented employees and site management as well as the salaried workforce, promote a positive work environment and helps define the culture of the organization. 

 

Will also coordinate the purchase of benefits delivery services from parent companies to ensure the plans are administered in accordance with the organizations’ commitments to its employees, work with corporate team to update our benefit contracts as required and to conduct a Tri-annual BENEVAL as required by DOE contract, lead the company defined benefit and defined contribution committees, working with the vendors to ensure adequate information is received for the committees to perform their due diligence responsibilities in reviewing investment performance on behalf of plan participants, identify organizational development issues and works with the senior leadership team to address.

 

In addition, will work with individual managers to establish development objectives for themselves, their direct reports and others, create or purchase appropriate training materials to meet organization’s training requirements and meet training expectations in a variety of areas including Basic Supervisory Skills and Employment Law issues, update the Employee Orientation Program, utilize website to enhance our communication with workforce, and serve as the Public Affairs Manager, coordinating information requests from DOE, the media or community stakeholders.

 

Candidates must have the ability to work with senior leaders to research, analyze and create solutions for operational issues impacting employees, a sincere desire to resolve employee concerns, knowledge to negotiate union contracts with a cooperative, win-win attitude, and proven ability to administer compensation and benefit programs.  Excellent interpersonal and communication skills (verbal and written) demonstrated in a variety of situations is critical to this position.  Must also have a good grasp of all legal aspects in the field of human resources, and possess excellent leadership and visioning capability.

 

Candidates should have a BS/BA in a related field (PHR/SPHR preferred), 15+ years of HR leadership experience, experience with unions, and 10+ years supporting a production environment.  Ideally, candidates would have experience serving as a senior HR advisor to a corporate leadership team (start-up experience desirable), and experience working with the Department of Energy or other governmental agencies.  Minimal –moderate amount of travel required.  Reports directly to the President.
