Human Centered Analytics
Computer Scientist/Systems Engineer

DESCRIPTION

Participate in on-going software research and development projects leading to the development of human-centered computing environments and applications in natural resource and national security domains.  Conduct independent and team software development activities, including requirements analysis, system design, user interface design, development & testing, and deployment support.  Proactively engage in the design of systems that provide new organizational capabilities and enable practitioners in a variety of domains to execute their jobs in a more effective and efficient manner.  Support outreach activities and client interaction through efforts including written communications, demonstrations, and presentations about technical activities.

 

MINIMUM REQUIREMENTS

· Technical Expertise: Contributing professional who is building a professional reputation for technical expertise. Fully applies and interprets standard theories, principles, methods, tools and technologies within specialty.

 

· Level of Responsibility: Independently completes recurring assignments. Exercises limited judgment on work details. Makes preliminary selections and adaptations of technical alternatives.

 

· Breadth of Technical Knowledge: Continues developing technical expertise and knowledge. Develops new skills.

 

· B.S. in Computer Science or related field with experience in object-oriented design and solid programming skills in Java and/or C++. 

 

· Experience in requirements definition, software design/development, and user interface design required.  At least one year of relevant work experience. 

 

· Previous work/classroom experience in numerical algorithm development and validation. 

 

· Minimum Education Requirement: BS 2-3 years experience, MS 0-2 years experience, PhD 0 years experience.

 

Qualifications include:

· Strong problem solving skills.

 

· Experience with configuration management tools such as CVS or SourceSafe.

 

· Programming experience in at least two of the following: C, C++, Java, VB.

 

· Demonstrated ability to work with legacy software and systems.

 

· Knowledge of numerical and statistical algorithms and programming techniques for effective implementation.

 

· Experience with integrated development environments other than VisualStudio.

 

· Strong written and verbal communication skills.  Ability to communicate both within the field of computer science and with individuals in other domains.

 

· A strong understanding of the current state of computing technologies in the areas of web services, object-oriented design, and semantic computing, including experience/understanding of SOAP, XML, RDF, etc. is desired.

 

· Knowledge of open source Java numerical processing packages such as Colt and WEKA.

 

· Experience developing user interfaces with Swing and JGraph.

 

· Experience with JINI and techniques for accessing native programming from within Java applications.

 

Applicants must have excellent oral and written communication skills, the ability to interact with peers and senior staff in the context of interdisciplinary teams. The ability and interest to work with subject matter experts across a range of applications domain is required. Domain expertise, including experience or cross training in environmental, nuclear and/or behavioral sciences and national security related applications would be a significant plus.

 

Position Requires a DOE Security Clearance (L or Q):  Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.  All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing.  In addition, applicants must be able to demonstrate non-use of illegal drugs for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs for 12 consecutive months can be demonstrated.

 

In order to reduce cycle time, internal and external solicitations of interest will run concurrently; however, qualified PNNL staff will be given first consideration.
