The IT Network Engineer oversees the daily operation of the District LAN, WAN and WLAN environments, including diagnosing and resolving complex network issues. The incumbent works with the IT Manager and senior IT staff to evaluate technology needs and recommend improvements and modifications to existing infrastructure, including recommending and implementing policies, procedures and standards. The incumbent is responsible for designing and implementing data, voice and video networks in a variety of settings, including planning, installation, maintenance, and operation of network servers, routers, switches, firewalls and associated computer hardware and software. This position is expected to be a technical liaison to the IT Security Administrator and to research and make recommendations regarding network security. The incumbent will participate in a rotation to support the District’s Information Technology/Communications Service Desk, supporting a wide variety of customers with hardware and software support issues.

REQUIREMENTS:
1. Bachelor’s degree in Information Technology or related field or an equivalent combination of education and experience to perform the essential functions of the position is required.
2. Five (5) years experience as a Network Engineer.
3. Formal training and/or experience in LAN/WAN management and technologies, hardware and software maintenance, troubleshooting and configuring workstations, low-voltage wiring or any other work as it relates to this position.
4. Formal training and/or working knowledge in managing Nortel network hardware and Nortel IOS is highly desirable.
5. In-depth knowledge of managing Information Technology resources and project management including:
• LAN, WAN, WLAN and VoIP technologies and architectures.
• Extensive knowledge and experience with managing and configuring private VLAN’s.
• Hands-on experience with router and switch technologies.
• SIP, QOS, streaming protocols and other VoIP technologies.
• Windows server and desktop operating systems.
• Network protocols (RIP and BGP) and experience with diagnostic tools.
6. Experience with packet shaping and/or intrusion detection devices such as Packeteer or TippingPoint IPS preferred.
7. Ability to:
• Analyze complex technical problems and provide logical and effective solutions;
• Plan, organize and document network related activities and configure systems to be consistent with District’s policies and procedures;
• Research network technology trends and make recommendations for future system changes;
• Provide high level of customer service;
• Maintain composure and work effectively under tight deadlines;
• Communicate effectively in English to persons without a technical understanding;
• Independently create technical documentation for any audience;
• Work independently and execute a high degree of self-initiative as well as establish and maintain harmonious working relations with others both inside and outside the District.
8. A current driver's license valid in the state of Oregon and have a driving record insurable by the District's insurer
