Information Systems Program Manager

DESCRIPTION:

RESPONSIBILITIES:
We seek an Information Systems Program Manager to coordinate and expedite the development of a new Capital Projects Enterprise Resource Planning information system. Study the Capital Projects business process and perform complex analysis of business goals, objectives and user needs to develop a custom built project tracking system. Develop an information system that will improve data input, data retrieval, reduce system redundancy, increase report accuracy and provide a friendlier user interface. Prepare documents to obtain information technology project management, quality assurance, software development and risk assessment services from consultants/vendors. Relay and document system needs and requirements to internal and external parties. Identify areas within the process that can be improved and efficiencies that can be gained. Monitor selected consultants/vendors for compliance with agency standards. Review and examine consultant/vendor drawings, specifications, estimates, agency approvals, change orders and claims. Represent the agency in relations with City agencies, contractors, consultants, community boards and the general public. Assist the Deputy Commissioner, Team Leaders and Team members with special projects.

QUALIFICATION REQUIREMENTS:
A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
A four year high school diploma or its educational equivalent and nine years of experience as described in “1” above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
Education and/or experience equivalent to “1” or “2” above. An accredited Master’s degree in one of the disciplines described in “1” above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in “1” above.

PREFERRED QUALIFICATION REQUIREMENTS:
Ten years of project management experience managing multiple projects, contracts and staff.
Computer literacy, including knowledge of Microsoft Word, Excel, Access, Q&A, SQL, CAD, and GIS.
A commitment to teamwork and an integrated approach to project delivery.
Valid New York State driver license.
