Lead Subcontracts Administrator

Qualifications Bachelor¿s degree in related discipline plus 8 to 10 years of directly related experience preferably in a government contracting environment. In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. At least five (5) years senior-level experience in government contracting or subcontracting.  Ability and proven experience in negotiating complicated contractual terms, conditions, and legal requirements; familiarity with bid pricing and proposal strategies, RFP production, review, and management; proven experience working on contracts with numerous subcontractors; self-motivated. Familiarity with FAR/DFAR provisions a must.  Able to handle multiple tasks, and work within tight deadlines.  Able to work overtime when required. Some travel required.  International subcontracting experience a plus. Responsibilities Within the context of a government prime contract, responsible for managing highly complex agreements with subcontractors. This includes supporting the capture process through contract execution. Prepares the solicitation document for highly complex acquisitions to include statements of work, terms and conditions or flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement. Seeks out potential subcontractors including the placement of notices in appropriate publications. Serves as the focal point when bids are received, reviews both the technical and cost proposals, consults with Alion technical staff, and resolves matters of disagreement between Alion and the potential subcontractor. Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance. Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives. Develops the subcontracting plan (including specific goals) for subcontracting with small businesses, small disadvantaged businesses, small woman-owned businesses and small HUBZone businesses to be incorporated into Alion contract with the client. Prepares  written  reports,  letters,  and  memoranda  required  for  internal  and external distribution. Prepares and presents briefings to staff and management on subcontracting matters. Leads and coordinates subcontracting activities with various internal and external sources. Provides leadership to less experienced Subcontract Administrators.
