Lead Systems Analyst
The Oregon Department of Transportation was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon's system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.
Lead Systems Analyst
The Lead Systems Analyst is responsible for management, oversight, progress and delivery of IT projects at the senior level for large-size, high risk projects or systems that are complex and that could span multiple divisions. The Lead Systems Analyst is also responsible for long and short range strategic planning of Enterprise applications that are mission critical to DMV and the day to day management of the resources required to keep these systems operational. This position provides leadership to teams of programmers and systems analysts, including enforcement of standards and procedures specific to the ongoing design and support of enterprise systems. Consults with management and technical and end user staff relating to the design and implementation of comprehensive, integrated systems. Participates as a member of the DMV IS Management team. The salary range is $4714-$6814/month+ excellent benefits. This position is located in Salem.
As a Lead Systems Analyst you will:
- Perform project management activities on large-size, complex, high risk projects that result in changing or re-engineering business processes. These projects will have a high-level of coordination between customers, partners, and stakeholders and could include new/unusual business.
- Participate in information resource planning and strategic and tactical planning for the DMV Application Development Teams.
- Manage projects to research, evaluate, select, and make major procurement decisions for data management software, offering potential savings to the organization of several million dollars; design and develop interfaces between software components to insure maximum level of integration and functionality; prepare Cost Benefit Analysis, Feasibility Studies, and Requests for Proposals for data management software
- Participate in systems development process. Consult with end users and data processing staff regarding the correct choice of data base software tools and platforms; review and evaluate logical and physical system design to ensure efficient, flexible, accurate and maintainable data bases and systems; assist user in solving problems; create test and production data bases.

Position Qualifications include:
- Six years of professional, consultative, technical or administrative experience in planning, development, coordination and implementation of information systems. This experience must include the following:
- Five years hands-on experience developing and supporting mainframe systems;
- Experience in a technical leadership role with responsibility for mainframe development and maintenance projects;
- Five years experience in an MVS mainframe environment that includes problem solving, documenting results of analysis, business and technical requirements, design, specifications, construction, test plans, test cases and test results;
- Four years of experience within the past five years in each of the following:
COBOL
CICS
VSAM
DB2
- AND either 30 quarter (20 semester) credits in computer science; or two more years of information systems experience.
