Purpose: Provide senior management leadership to the Material Maintenance Directorate, to include both Field Maintenance Support entities FMS-A and FMS-B.

 Role: Directly supervises FMS-A and FMS-B Department Managers, MMD Operations Manager. Oversees submission of lower-level manager and supervisor time sheets. Prepares initial 90-day new employee appraisals with appropriate developmental actions necessary for employee's continued success and strength in position. Prepare annual appraisals on entire workforce, and recommend appropriate merit pay increases based on appraisal results. Maintain proper discipline within the workforce IAW contract policies and procedures, and when required, provide counseling and written documentation for poor performance for use in subsequent appraisals. Maintain appropriate shared transportation rosters, which ensure equitable use of CSA leased vehicles for off-duty quality of life requirements. Prepare and submit Contract Deliverables IAW submission timelines/frequency. Actively recruit for vacant positions in coordination with Human Resources Department's staffing specialists, to provide resumes for review and subsequent contact of prospective candidates. Ensure close, confident and professional working relationships exist between department managers and Contracting Officer Representatives (COR), as well as between branch managers and supervisors. Ensure overtime forecasting is completed biweekly to meet necessary customer demands. Oversee scheduling for all work centers. Essential Duties and Responsibilities

·  Directs a professional team encompassing a wide range of functions within the discipline:

1.  Interviews, selects and places candidates into open positions within area of responsibility.

2.  Evaluates staff, comparing objectives and achievements in the assessment. 

3.  Coaches employees in their professional career development and process improvements.

4.  Issues discipline whenever required.

5.  Recommends termination or contract non-renewal when appropriate.Organize, resource, plan, manage, and oversee the daily operations/activities of the Material Maintenance DirectorateProvides management direction for the Material Maintenance DirectorateDevelop plans to support mid- and long-range requirements and goals that include support for FMS-A and FMS-BCoordinate, update, receive guidance, and gain approval for future actions with the ASG-KU Director of Logistics (DOL), President CSA, Ltd., and Project ManagerAction and suspense Department managers to ensure daily actions/operations are executed to expected standards within the scope of the current contractDevelop and track purchasing actions to appropriately resource events/activities. Oversee planning for support of deployed US and coalition force/exercise units passing through the ASG-KU area of operationsDevelop budget and future proposal requirements, based on equipment and personnel staffing, additional support requirements from the government, as well as support being provided above the prescribed Statement of WorkPerforms other related tasks as directed. Essential Knowledge, Skills and Abilities

 

·  Requires minimum of Bachelor of Arts/Science degree. Management schooling in Army/USAF system commensurate with field grade rank or GS-13 level positions.

·  Requires previous military experience, preferably in US Army/USAF at field grade level or at least GS-13 level DOD experience.

·  Minimum of ten (10) years of experience in managing military maintenance activities at MILCOM/Battalion Support Brigade/Support Squadron levels previous experience as Military Director/Senior Manager/Division Chief

·  Strong senior-level management capabilities with experience in budget development, military support planning, maintenance management, executive-level correspondence, and proposal development

·  Must have a working knowledge of SAMS, FEDLOG, ULLS, and SARSS

·  Must possess in-depth technical expertise in the Development of the Army Maintenance Management System and the Army Supply System (Class IX) interfaces

·  Must have high-level organizational and planning skills, so that workflow is managed efficiently and accurately, with strong written and briefing skills, and capability to plan without much detailed guidance

·  Senior-level inter-personal skills with the ability to interact effectively with a large and multi-ethnic workforce

·  Energy and stamina that meets constant cycle of meetings and briefings; strong listing skills and ability to give detailed direction and guidance

·  Expert written and oral communications, must have high level of proficiency in the use of MS office suite, including Word, Excel, Outlook, and other related applications

·  Must have technical skills in the development and maintenance of quality programs with a strong customer orientation and focus

 

Must possess a current U.S. SECRET security clearance.
