POSITION SUMMARY:

Performs critical function in the management of Overseas Buildings Operations (OBO), Security Administration oversight in support of security clearance management, security management, and safety programs within the Management Support Division (OBO/MSD).

 

 

DUTIES STATEMENT: 

Under the direction of the MSD Security Branch Representative/Coordinator, performs executive level administrative duties on behalf of the operational security requirements for OBO.  Must possess strong security, communication, and organizational skills.  Must be able to interface with customers routinely.  The incumbent performs a myriad of activities to include:  technical library and reference custodian for security and safety programs, personnel security processing; E-Qip application processing and follow-through, physical security support; related administrative security functions.  Must have working knowledge of personnel security requirements for hiring and terminating individuals; tardiness/AWOL, Violence in the Workplace; physical security; and information security.

 

Will monitor and be responsible for the security and safety regulatory documents, operating procedures, and reference libraries (publications and records management).  Will assist the OBO Security Office with regulations/inspections for programs.  Will be the primary administrative manager responsible for the development of branch standard operating procedures, self-inspection, storage/marking classifications, responsible for the office machines such as copiers; faxes; and computers within the immediate office areas.  Will oversee a consolidated classified distribution/mailroom center for OBO.  Will plan and program a supporting logistical budget process to procure office equipment and office supplies.  Monitors all incoming and outgoing telephone calls, visitors, and electronic message/bulletin boards and filing systems both electronically and manually.

 

Incumbent is responsible for the development of an internal suspense system for all tracking actions and the management of multiple calendars.  Primary coordinator for the OBO Primary Room Conference Room and the OBO Duty Office Program.  Will schedule and monitor monthly security working group meetings to include development and dissemination of meeting minutes and monitor follow up actions when necessary.

 

Must have experience with strategic planning, program development, budget development, statistical reporting, data, evaluation, extensive daily security operations, and team building.  Must also have good customer service skills and deals with outside agencies as well as overseas customers.

 

A vast working knowledge of multiple computer software application is required.  Must have previous supervisory experience with security and safety enforcement/compliance programs.  Must have a proven record with some demonstrated accountability and results – oriented programs.  Positions may require some traveling, some bending, lifting, and movement away from the office work area. 

 

QUALIFICATION REQUIREMENTS:

The candidate must have at least one year of specialized experience, (equivalent to the GS-11 grade level in the Federal Service), which demonstrate the knowledge of a wide range of security concepts, principles, and practices to analyze and resolve difficult and complex security problems.  Such work situations may involve, for example, conflicting testimony or sources and degrees of significant information in clearance adjudication cases; overlapping and conflicting requirements within a single facility or for a geographic region; agreements with other organizations, agencies or with foreign governments for security resources and responsibility sharing; etc..

Relocation expenses will not be paid.  This position is a one-year renewable Personal Services Contract position and may be filled at the GS-12 equivalent grade level.
