Job Description and Requirements

POSITION REQUIRES SECRET CLEARANCE OR ABILITY TO GET INTERIM QUICKLY

Provide management support services to program management, project monitoring, reporting, data collection, budget preparation, cost analysis and strategy options for use by government personnel decision making. It also provides evaluation and quality assurance reviews of products and performance of other contractors for the client.
Requirements include defining tasking efforts, delivery requirements, and Government identified documentation development towards the end product of placing the contracts and task orders necessary for supporting client.

- Hands on writing of Performance Work Statements (PWS) for a variety of Army installation support functional areas like transportation, security, finance, environmental support, etc.
- Take draft Statements of Work and similar draft requirements documents from functional area managers at the HQ as well as from field units and transform them into Performance Work Statements
- Draft task orders from simple to complex that are applied against an Army IDIQ contract for management support across the HQ staff and field units. Examples could be to provide security support, administration support, special events and protocol, develop trip books, conduct environmental research, provide functional HQ policy support, etc.) Initial drafts will come from HQ and field units and will have to be revised and cleaned up into proper format for submission to the contracting officer
- Interface with the Army's functional manager and office that has the contract need and prepared the initial draft to ensure that all requirements are accurately and completely stated, and with Army contracting staff to ensure that the format is correct and the submission is acceptable to contracting.
- May be called on to develop acquisition strategies for source selection, Quality Assurance Surveillance Plans (QASP) documents
- May be tasked with tracking key delivery dates for contractor's performance such as for major milestones and deliverables.

Qualifications:
- Extensive hands on experience developing and writing PWS documents for ARMY CLIENTS
- Army experience so they can speak and understand Army organizations, terminology and hierarchy
- Team player - must have good chemistry with Army staff and VIP team
- Knowledge of OMB A-76 Circular and Army Competitive Sourcing Regulations
- Very good writing and verbal communications capability (show example)
- Secret clearance or an interim secret clearance, or ability to get one fast (this means having had one that is inactive currently)
- Highly Desirable: Hands -on A-76 experience in developing PWS documents
- Highly Desirable: Experience preparing In-House Government Cost Estimates for A-76 studies or for other purposes.
