Policy Analyst

Principal Duties and Essential Functions:
• Work with Expeditionary Combat Support System (ECSS) organizations to identify and analyze financial publications and associated policy statements and business rules to determine ECSS requirements or impacts
• Interface with various government financial organizations to gather policy/business rule information or resolve questions
• Manage spreadsheets of collected data regarding financial policy and business rules for use in determining ECSS requirements or impacts
• Prepare information required for changes/waivers to AF, DoD, and other policy, to include small business cases, if required
• Produce weekly status and other reports documenting actions completed and pending
• Identify and prepare justifications for potential program Risks, Issues, and Gaps
• Plan, organize, and conduct small meetings/workshops on topics related to financial policy/business rules

 Primary Qualifications (candidate must possess to be considered):
• US Citizen, as contract requires
• Must be able to obtain and maintain a National Agency Check
• Proficient in independent use of Microsoft 2003 or later versions of Excel, Word, and PowerPoint
• Understand current government and Dept of Defense (DoD) financial policy and business rules, such as Chief Financial Officer (CFO) Act
• Awareness of DoD financial information systems requirements and operations
• Ability to prepare or review business case analyses for use within DoD
• Ability to plan, organize, and lead meetings within Team CSC or between Team CSC and the client
Secondary Qualifications (candidate preferred):
• Knowledge of industry procurement processes and contract management requirements
• Awareness of DoD financial organizations, such as Defense Finance and Accounting Service (DFAS)
• Knowledge of AF financial information systems requirements and operations
• Knowledge of AF logistics information systems requirements and operations
• Proficient in use of Microsoft 2003 or later versions of Access and Visio
• Proficient in use of software for email and other electronic information management
• Awareness of CMMI certification requirements/impacts related to blueprinting processes associated with financial management

 

Education or Years of Experience Requirements • BS/BA + 6 years or MS/MA + 4 years of general information technology (IT) experience, including formal training and 2 years experience in Business Process Reengineering (BPR) methods, plus formal training and 1 year experience in enterprise applications. Three years applicable experience may be substituted for degree.
