Pricing Manager
CSA, Ltd., with a high commitment to quality and excellence, is looking for qualified candidates to support U.S. Army operational requirements in Kuwait. We offer one-year renewable employment agreements to select candidates for overseas employment.
Supervisory Role:
1. Will have direct responsibility for proposal preparation staff and activities, thus will directly supervise Price Analysts, and indirectly guide Contract Administrators assigned to specific proposals as well as staff from Procurement and other activities involved in providing inputs for proposals.
Essential Duties and Responsibilities:
1) Serves as the lead for implementing, modifying, and executing the elements of the CSA Ltd estimating system.
2) Company lead for pricing proposals in support of the CSA prime contract.
3) Negotiates forward pricing rates and supports proposal negotiations. Sets estimating policy and practice on proposing labor and material requirements with the government for CSA services in coordination with affected departments, HR and Procurement.
4) Reviews and resolves issues effecting company compliance with FAR and DFAR requirements as to cost and pricing information.
5) Advises management of cost accounting requirements and obligations and provides interpretation of CAS, FAR, and other obligations as they relate to estimating and pricing.
6) Will coordinate with the Budget Manager to assist in forecasting new work, integrating the results of negotiated agreements into the CSA Ltd budgets.
7) Assists with and directs the creation and management of databases and reports necessary to meet the requirements of a viable estimating system and certified procurement system, as specified in the FAR.
8) Trains and mentors subordinate personnel to understand and accomplish all activity required to successfully price government contract proposals.
9) Supervise subordinate personnel as directed by the department manager.
10) Other duties as assigned.
Essential Knowledge, Skills and Abilities
1. Must posses a combination of education and experience that will enable the employee to accomplish all of the activity required above and to successfully work within FAR and DFAR requirements.
2. Knowledge of US government contract pricing requirements.
3. Minimum 4 years of college with a degree in a business or engineering related field highly desirable.
4. Must be able to read, write and communicate complex topics effectively (in American English).
5. In addition to strong and effective written communication skills, must have effective verbal communication abilities.
6. Must have sufficient computer knowledge/skills necessary to carry out all duties and responsibilities. Knowledge of Deltek/CostPoint is desirable.
7. 7 or more years of related experience in contracts, estimating, cost control, or program management is required.
8. 3 or more years of FAR/DFAR related pricing experience required.
9. 3 or years experience supervising other employees is desired.
10. Experience training other people is desirable
