Job Description 

The International Procurement Specialist, in the Office of International Subcontracts and Procurement (ISP) is a key representative on international procurement activities on behalf of the corporation. The day-to-day activities of this position encompass all aspects of supply chain management, from market research and supplier identification to logistics and post-procurement support.  This position will act as a primary resource to ensure that all project and corporate purchases are made according to RTI/USAID/FAR rules and regulations as well as aligned with strategic sourcing initiatives where global agreements/contracts are available.  This position will also be responsible for the administration of RTI’s procurement policies and procedures in all project offices including the facilitation of related education and training requirements. 

 

Responsibilities 

 • Monitors legislative and regulatory activities and develops company policies and processes accordingly.

• Implements and manages policies involving matters of government contracting and federal regulations.

• Performs all phases of sourcing activity to ensure best value is received for a variety of requirements around the world and analyzes overall budgetary impact for all types of procurement transactions.

• Prepares, negotiates, and manages commercial and government contracts in accordance with company policies and legal requirements.

• Develops strategies to optimize global supply chain logistics and evaluates existing procurement relationships to test for quality, efficiency, and value.

• Ensures legal and policy compliance in all phases of work and conducts internal reviews to maintain ongoing audit readiness.

• Operates successfully in matrix managed environment to develop internal consensus on company positions, and provide guidance to procurement colleagues as needed.

• Evaluate existing suppliers and develop and select local, regional and global partners.

• Effectively negotiate with suppliers and complete appropriate financial analysis to procure a wide variety of goods and services at the lowest total cost.

• Responsible for the market intelligence function for strategic spend categories, in order to optimize the sourcing process.

• Insure that materials and services are purchased at specified quality, fair and reasonable prices, and within required lead times. 

 

Qualifications 

 • Proficiency in federal and local laws pertaining to purchasing and federal contracting, including but not limited to the FAR and the AIDAR.

• Working knowledge of Federal Export Control, cost/price analysis and source selection policies and procedures.

• Considerable knowledge of the functions, organization, and administration of governmental organizations.

• Excellent interpersonal, communication, project management, analytical, and leadership skills.

• Strong team skills in leading worldwide cross functional teams in a highly matrixed environment are essential.

• Must be able to influence and communicate with management, partners, peers and subordinates equally well.

• Candidate must have strong written and verbal presentation skills, excellent analytical ability, and the skill-set to work on a broad variety of assignments simultaneously.

• Individual will be expected to positively influence all procurement business decisions for a broad spectrum of departments and business units.

• Either NCMA and/or CPM certification preferred.

• MBA or JD preferred with 5 years experience in contracts, subcontracts, and/or procurement.

• Travel may be required.
