Programmer Analyst
Project Description: This project is to modernize the CAF Self-Sufficiency mainframe applications by developing a common user interface integrating into the various mainframe data sources. This project will also identify and or build a common benefit calculator and application. It is expected these new applications will be Web enabled. This project is well funded and has a very short timeline where work is to be substantially completed by the end of June 2009.
As part of the Project Plan, we will integrate current AMS/CAF staff into the project to ensure knowledge transfer, to leverage the systems and Project knowledge of the AMS/CAF staff. We believe the best method of ensuring knowledge transfer, in both directions, is to use an integrated staffing model. This project will be staffed primarily with contract employees. These contractors will perform the majority of the work throughout the project.
Description of the Technical Analyst
Ensures the system satisfies the needs of its user by taking an active role with the project plans, and the functions, work processes, data modeling, and test planning. Ensure effective business participation and representation in understanding the proposed technical solution(s). Provide technical guidance for the staff work and duties as it relates to the project. Provide technical solutions and training for Mainframe issues, Database issues (DB2) and SQL.
Specific Responsibilities/Duties for the Technical Analyst:
General: Will begin the process of implementing the technical solution defined in the Project Plan for the modernization of the specified CAF applications. Works very closely with DBA’s, staff, and the Project Coordinator and Project Manager to develop solutions required to meet our currently identified needs, and to document anticipated future needs. Will identify technical tools and techniques to be used for the project. Coordinates regarding environment issues, such as hardware, development, test and production environments required by the technical solutions. Will determine where there are gaps in implementing the technical solutions. Will work with the Systems Architect and Business analysts to propose strategies for the resolution of the identified technical gaps, or determine how to mitigate the impact.
Initiation:
Provides guidance to the project team and the business in determining the right technical solutions for the business.
Planning:
Maintains direct responsibility for ensuring that all business solutions or program work is effectively represented in the approved project plan.
Recommends and helps to acquire appropriate skills and staff, and provides estimates needed for technical aspects of program tasks.
Execution:
Defines and ensures understanding of the technical solutions for the business requirements for the project.
Communicates project goals and progress back to the user community through the Agile Scrum.
Works with the customer on the technical aspects of prioritizing essential and nice-to-have business requirements.
Provides direct ownership of deliverables accuracy and completeness for business-based solutions.
Coordinates the work of the business staff to facilitate the completion of assigned tasks.
Reviews specification and documentation of user requirements and training needs.
Reviews the technical design of the system, verifying soundness of the plans and models created.
Ensures test plans include business participation and meet business expectations.
Actively participates in the system acceptance testing of new systems and changes.
Controls:
Reports status of business activities, results, issues, etc to the Project Coordinator and Project Manager.
Ensures focus on project scope from the business perspective
Supports presentations to business stakeholders and user groups.
Point of contact for technical business-related issues and concerns, escalates unresolved problems to the project manager.
Ensures accurate reporting of project time and progress by task at the Agile Scrums.
Closing:
Responsible to develop the technical portion of the product evaluation indicating how well the business requirements were met.
Enter approximate time commitment estimates of a part-time member on the project. It is necessary for part-time members (business and IS) and their management to understand the time commitment expected. This section can be deleted if the employee is assigned full-time to the project.
