Nortel Government Solutions has an immediate opening for a Java/J2EE/DB2 Websphere Development/Maintenance Project Leader located in Kansas City, Missouri. The Electronic Repository of Security Requests (ERSR) Web-based automated information system has been developed and implemented to support the identification and authorization request processing for the Information Security Office. ERSR allows United States Department of Agriculture (USDA) Farm Service Agency (FSA) Field Offices (State and County Offices) to submit electronic requests for identification or authorization (access control) additions, modifications and deletions to information system user accounts. ERSR is based on object oriented programming and service oriented architecture concepts. The ERSR application is comprised of java classes and dynamic Java Server Pages. DB2 is used by ERSR as the relational database back-end. ERSR also links to several external databases via common business services, WebSphere Data Sources and URL connections as well as its own DB2 database. The hosting platform is a Windows environment and the communication protocol is TCP/IP. The application resides on the WebFarm in Kansas City. Applicants will follow FSA and USDA policy, regulations, standards, and directives such as the FSA reference architecture, Software Development Life Cycle (SDLC), change management process, and architecture management requirements. Additionally, applicant will perform design and analysis, use J2EE, implementation workflow and document management concepts, and ensure and implement application security controls as defined by the NGS Government client. The applicant will lead a team of developers responsible for enhancements and maintenance of the existing security web-based system. The ERSR system shall be operational 99.5% of the time except for planned maintenance and non-ERSR application related problems (such as unplanned outages). The applicant will direct maintenance tasks with minimal guidance; final authority and major decisions shall rest with the NGS Government client.Education: Bachelors Degree or Equivalent Experience: 7-9 yrs Required Education: Bachelor’s Degree in Computer Science, Information Technology or equivalent experience. Required Skills/Abilities: Applicants must have knowledge and experience of DB2 Relational Database Management Systems implementation and interfaces with web-based Java applications. This includes Java development, testing and modeling tools such as the Rational Suite of tools (including ClearCase) and Web Sphere Application Server concepts. In addition, candidate must possess: · Java Developer certifications or 5+ years of Java development experience; DB2 certifications, Microsoft Access certifications or 5+ years of experience. · 3+ years of experience in leading development and maintenance teams; PMP certification desired Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
